8.7 Winter Holiday Closure <br /> A. Mandatory Closure <br /> City Hall and all other City departments (with the exception of the Police <br /> Department, Santa Ana Zoo, and select employees in Fleet Services Division of the <br /> Public Works Department) shall be closed for a mandatory winter holiday closure <br /> each year during the term of this MOU. <br /> Subject to consultation with the Union, the City Manager may exclude other <br /> worksites,departments/agencies,positions,classifications, and/or individuals from <br /> the mandatory closure. <br /> B. Dates of Closures <br /> City Hall will be closed on the days between December 24 (except for years when <br /> December 24 falls on a Wednesday in which case City Hall will be closed starting <br /> on December 25) and January 1 each year. An employee regularly assigned to <br /> work on one or more days during this time period shall use accrued paid leave (as <br /> set forth in paragraph C below) for their regularly scheduled hours for each day <br /> they would otherwise have been scheduled to work. <br /> During this time period, per Article 8.1 December 24 (except if it falls on <br /> Wednesday in which case December 26 is the holiday), December 25 and January <br /> 1 (or the days these holidays are observed) are City Holidays. <br /> C. Additional Days Off during a Closure <br /> 1. Employees will need to choose from the options in this subsection to cover any <br /> additional regularly scheduled work days which are not City observed holidays. <br /> 2. Employees may use any of the following accrued leaves they have available to <br /> cover any additional day(s) off which may be required by the closure: <br /> • Vacation <br /> • Compensatory Time Off <br /> • Holiday <br /> 3. Employees are not permitted to use sick leave for a holiday closure day unless <br /> they produce a physician's certification for each day reported as sick leave. <br /> This additional certification is not required for employees with approved <br /> advance sick leave usage due to FMLA/CFRA/PDL (or any other protected <br /> leave). <br /> 2025 MOU City of Santa Ana &SEW Full-Time Employees Unit Page 40 <br />
