I W. CITY's Pathetic "Investigation" of the Wanted-for-Murder Flyer Incident. <br /> 2 <br /> 134. In December of 2021, while MENENDEZ was working his normal patrol shift and in the <br /> 3 <br /> 4 middle of an investigation, Internal Affairs Sergeant Aceves called MENENDEZ into the Internal Affairs <br /> 5 office for an unspecified discussion. <br /> 6 135. Sergeant Aceves and Sergeant Gutierrez (who both fall squarely within the Valentin <br /> 7 <br /> "camp/gang")proceeded to conduct a digitally-recorded interview regarding the Orange Police Department <br /> 8 <br /> 9 application placed in MENENDEZ's mailbox. <br /> 10 136. As MENENDEZ had been provided with no notice of either the meeting or the subj ect matter <br /> 11 of same, he was unable to bring or refer to any of his documentation or notes regarding same. <br /> 12 <br /> 137. When talking about the application in the mailbox,Sergeant Aceves asked:"is there anything <br /> 13 <br /> 14 else you want to report?"and then got up,left the interview room and returned with one of the Wanted-for- <br /> 15 Murder Flyers that MENENDEZ had provided to Commander Gil Hernandez. <br /> 16 138. MENENDEZ responded and clearly articulated all of his concerns, including all the certain <br /> 17 <br /> additional retaliation he would suffer, if the Wanted-for-Murder Flyer was made public. <br /> 18 <br /> 19 139. MENENDEZ also clearly stated who he believed was involved in the creation/posting of the <br /> 20 Wanted-for-Murder Flyer bulletin based on the information stated on the Wanted-for-Murder Flyer itself. <br /> 21 140. Both Sergeant Aceves and Sergeant Gutierrez showed little interest and asked few questions. <br /> 22 <br /> X. The February 2022 Complaint. <br /> 23 <br /> 24 141. Oscar Lizardi has, despite various serious misconduct complaints,been rewarded by CITY <br /> 25 with an unprecedented meteoric post-Culichi Town Incident rise from Sergeant to Commander. This <br /> 26 treatment has also recently been afforded to Lizardi's wife with her own promotion over other those clearly <br /> 27 <br /> more qualified and experienced.
