March 24, 2026-One Broadway Plaza Addendum Peer Review- Page 11 <br /> The following project summaries exhibit EPD's wide range of experience with varying project types, <br /> locations, and CEQA documents from the most recent few years: <br /> Snug Harbor Surf Park Project-City of Newport Beach (Completed 2025) <br /> EPD peer reviewed the technical studies prepared by the Applicant's consultants for the proposed <br /> 15.38-acre recreational facility. In addition, EPD drafted the Environmental Impact Report for the <br /> proposed project ahead of schedule and prepared responses to hundreds of public comments <br /> received,helping secure approval within the expedited timeframe.The project includes a 5.06-acre <br /> surf lagoon with warming pools, a spa,seating areas;a three-story amenity clubhouse;a two-story <br /> athlete accommodation building; ancillary storage and maintenance areas;and associated parking <br /> a reas. <br /> South Coast Technology Center 15183 Peer Review—City of Santa Ana (Completed 2024) <br /> EPD peer reviewed the technical studies and 15183 Exemption Justification prepared by the <br /> Applicant's consultants to ensure that they meet the requirements set forth in CEQA Guidelines <br /> Section 15183. EPD peer reviewed all documents within three weeks,ensuring a turnaround within <br /> the Applicant's expected timeframe. EPD also attended the Planning Commission and City Council <br /> on behalf of the City. <br /> Related Bristol Specific Plan EIR—City of Santa Ana (Completed 2024) <br /> EPD peer reviewed the technical studies and prepared the EIR for the Related Bristol Specific Plan, <br /> which would allow for development of 3,750 residential units, 350,000 SF of commercial space, <br /> 250 hotel rooms, and 200 senior care units on a 41-acre site. The CEQA approach involves <br /> preparation of a Supplemental Program EIR to the Final Recirculated Draft Environmental Impact <br /> Report for the Santa Ana General Plan Update, certified in 2022. The Specific Plan and EIR are <br /> scheduled for hearings in March 2024. <br /> Advanced Technology & Education Park — South Orange County Community College District <br /> (Ongoing) <br /> The EPD team has been working with the South Orange County Community College District to <br /> prepare environmental documentation and permitting for various projects within ATEP, a new 60- <br /> acre community college campus located on the decommissioned Marine Corps Air Station Tustin <br /> and oriented towards technology and occupational training. EPD is responsible for coordination of <br /> technical studies and project management of the short- and long-range plans for site facility <br /> development.To date, EPD has prepared short-and long-range plans for site facility development, <br /> water quality management plans, stormwater pollution prevention plans, and CEQA <br /> documentation including an MND, EIR addenda, and others. EPD has also provided demolition, <br /> utility,grading, and drainage plans, and construction oversight. <br /> Transit Villages Specific Plan EIR—City of Redlands (Completed 2022) <br /> EPD prepared an EIR in support of the Transit Villages Specific Plan (TVSP). The 947-acre Project <br /> area is divided into three planning areas referred to as transit villages,generally surrounding three <br /> new San Bernardino County Transportation Authority Arrow Passenger Rail line stations in the city. <br /> The TVSP sets regulations for the community's long-term vision for compact, efficient, and <br /> environmentally sustainable development. As a form-based code, the TVSP emphasizes building <br /> form, mixed uses, strong pedestrian and transit-oriented development, and public realm <br /> improvements and amenities.
