CITY OF SANTA ANA <br /> <br /> <br /> <br /> <br /> <br /> <br />Usage is not guaranteed. Execution of an agreement between the City and successful firm(s) and/or <br />individual(s) does not guarantee work throughout the duration of the contract period. Numerous <br />factors will be evaluated by the City in its delivery of project and assignments, including technical <br />expertise required. <br /> <br />IV. TERM OF AGREEMENT <br />The anticipated term of a pre-loan commitment (Agreement, Contract, or Contract Documents) is for <br />an initial period of two (2) years. The City may, at its sole discretion, extend the pre-loan commitment <br />with the same or more limited scope of required services for two (2) additional one (1) year periods, <br />upon City Manager or City Attorney authorization, as appropriate. The total term of the awarded pre- <br />loan commitment shall not exceed four (4) years. <br /> <br />V. MINIMUM QUALIFICATIONS <br />In order to meet the City’s goals, the City is soliciting proposals for the development of affordable <br />housing projects from developers who are experienced, very knowledgeable of affordable housing <br />programs and their requirements, financially creative, and capable of developing, managing and <br />maintaining high quality housing. <br /> <br />Proposers shall have a minimum of five (5) years recent experience in the development of affordable <br />housing projects similar to their proposed project. <br /> <br />The selected developer(s) must have a demonstrated history of working cooperatively with <br />surrounding neighborhoods in all phases of project development. Both nonprofit and for-profit <br />developers are eligible to apply, either individually or in partnership with other entities. Developers <br />who can demonstrate the capability to make other funds a significant part of the financing mix for their <br />proposed project will score higher in the selection process than those who cannot. <br /> <br />VI. GENERAL PROPOSAL INFORMATION <br />A. Submittal Instructions <br />As discussed further, the City requires that each Proposer submit the following: <br /> <br />An electronic submittal via PlanetBids, the City’s Bid Management System; <br /> <br />AND <br /> <br />Seven (7) hard copies plus one (1) USB Flash Drive containing a copy of the full proposal delivered <br />directly to the City by the due date and time. <br /> <br />Electronic Submission <br />It is the responsibility of the Proposer to ensure that any proposals submitted have been uploaded to <br />PlanetBids prior to the RFP due date and time. Proposals, including all required sections and forms, <br />shall be submitted electronically via the City’s Bid Management System, PlanetBids. <br /> <br />PlanetBids will not accept late proposals and no exceptions shall be made. Proposers will receive an <br />e-bid confirmation number with a time stamp from PlanetBids indicating that their proposal was <br />submitted successfully.
