CITY OF SANTA ANA <br /> <br /> <br /> <br /> <br /> <br /> <br />4. Specify, in detail, the grounds of the protest and the facts supporting the protest; and <br />5. Include all relevant, supporting documentation with the protest at time of filing. <br /> <br />If the protest does not comply with each of these requirements, it will be rejected as invalid. If the <br />protest is valid, the City’s Purchasing Manager, or other designated City staff member, shall review <br />the basis of the protest and all relevant information. The decision from the Purchasing Manager, or <br />her/her designee, is final and no further appeals will be considered. <br /> <br />I. Business License <br />The City requires any person, including but not limited to, an individual, corporation, Contractor, <br />Subcontractor, and Sole Proprietor who wishes to conduct any business within the City of Santa <br />Ana must secure a City of Santa Ana business license prior to the execution of a contract. The <br />awarded party shall maintain a current business license throughout the term of the resulting <br />contract. Procedure to obtain a City of Santa Ana business license is available by contacting the <br />Finance and Management Services Agency at (714) 647-5447 or on the City’s website www.santa- <br />ana.org. <br /> <br />VII. PROPOSAL RESPONSE INSTRUCTIONS <br />Proposals are to be prepared in such a way as to provide a straightforward, concise delineation of <br />capabilities to satisfy the requirements of this RFP. Emphasis should be concentrated on <br />conformance to RFP instructions, responsiveness to the RFP requirements, and on completeness <br />and clarity of content. Digital dividers and clear organization of content and material are encouraged. <br /> <br />All proposal submissions shall be on 8-1/2” x 11” white paper. <br /> <br />(1) Technical Proposal <br />The Technical Proposal must include a Table of Contents and be limited to a maximum of 35 <br />pages (excluding City’s required Certifications listed in Section VIII below; Proposal Cover <br />Letter, section dividers, table of contents, front/back cover pages). The page limitation <br />includes all appendices, attachments, and supplemental information. Additionally, the <br />Technical Proposal must include the following: <br />a. Cover Letter <br />Proposals shall include a letter signed by a principal or authorized representative who <br />can make legally binding commitments for the entity. Include type of business entity. <br />Cover Letter shall not exceed one (1) page. <br />Cover letter must be addressed to the following City Project Manager: <br /> Judson Brown, Housing Manager <br />City of Santa Ana – Community Development Agency <br />20 Civic Center Plaza (M-26) <br />Santa Ana, CA 92702 <br />b. Services Provided <br />A description of proposed services to be provided and how they meet the needs of the <br />EXHIBIT 1
