CITY OF SANTA ANA <br /> <br /> <br /> <br /> <br /> <br /> <br />City as described in Exhibit I - Scope of Services. <br />c. Firm and Team Experience <br />Proposal shall include a profile of the firm’s experience including the following: <br />i. Developer Team. An organizational chart showing lines of responsibility, as well <br />as a list of team members and their duties as part of the team. If the developer is <br />a nonprofit corporation, or if a nonprofit is one (1) of the team members, the <br />Technical Proposal must include documentation that the corporation is certified <br />by the U.S. Internal Revenue Service as a 501(c)3 tax exempt non-profit <br />corporation, and is in good standing with both state and federal compliance. If the <br />developer is a Community Housing Development Organization (CHDO), the <br />Technical Proposal must include documentation that the developer can be <br />certified as a CHDO for the City of Santa Ana. The Developer needs to identify if <br />any contractor(s) and/or subcontractor(s) are a subsidiary to any member of the <br />development team. <br />ii. Developer Experience. A narrative describing recent affordable housing <br />development experience, with an emphasis on experience gained in the last five <br />(5) years on projects similar to the one (1) being proposed. <br /> Include project name and type (special needs, senior, large family, etc.), <br />project address, developer team members, unit count and bedroom type, <br />affordability requirements, and funding sources in your description. <br /> Include a description of your experience doing community outreach and <br />capacity including resources, staffing, and available funding. <br /> Include a description of your experience complying with labor requirements <br />similar to those imposed by the City’s Community Workforce Agreement <br />(CWA). <br />iii. Financial Capacity. Description of the developer’s financial strength and ability <br />to obtain project financing, and to provide sufficient equity for the successful <br />completion of the proposed project. <br /> Include a description of current relationships with major lending institutions. <br />Any developer that is selected for recommendation to City Council, or if a <br />partnership, the team members who will retain an ownership interest in the <br />project, will be required to submit complete financial statements for the last three <br />(3) years. Because of the possibility of public records requests, the City cannot <br />guarantee that these statements will remain confidential. <br />iv. Resumes. Resumes for all key staff proposed describing relevant experience. <br />d. Proposed Work Plan <br />Proposal shall include a statement demonstrating the firm’s understanding of the Scope <br />of Services. <br />Additionally, proposed work plan shall include Proposers’: <br />i. Project Description. Detailed and concise narrative describing the proposed <br />project, including at a minimum and as appropriate the development concept for <br />the site or a description (with photographs) of the building to be acquired or <br />EXHIBIT 1
