CITY OF SANTA ANA <br /> <br /> <br /> <br /> <br /> <br /> <br />one (1) of the other two (2) departments so long as there are at least two (2) of the three (3) <br />City Agencies represented on the Review Panel. <br />(2) Using the scoring and selection criteria provided in the RFP, the Review Panel shall determine <br />whether the proposal is recommended for an award in the form of a pre-loan commitment, <br />with or without conditions. Using the scoring and selection criteria, the Review Panel shall <br />review the design of the proposed project for appropriateness for the proposed target group, <br />compatibility with surrounding uses, cost effectiveness of construction, and appropriateness <br />of the design and construction for low maintenance and long term durability. Proposed <br />projects must receive a minimum threshold score of 75 points to move forward with the <br />proposal review process. If the Review Panel determines, in its discretion, that the proposal <br />may be recommended for approval, the Housing Division shall request an underwriting and <br />subsidy layering review by a real estate advisor selected by the City of Santa Ana and paid <br />for by the Proposer. The real estate advisor shall confirm the underwriting for the project, the <br />financial gap, and other programmatic requirements related to the funding sources. If the <br />Review Panel determines that the proposal will not be recommended for approval or an award <br />of funds, the Proposer will be notified in writing of the decision and the result will be published <br />in the Housing Division Quarterly Report. <br />(3) The Review Panel will evaluate proposals based on the response to the RFP, which includes <br />adherence to outlined directions and format, and the City evaluation criteria set forth below. <br />(4) Proposers will be ranked by the Review Panel based on the following criteria: <br />CATEGORY POINTS <br />1. LEVEL OF AFFORDABILITY AND TARGET POPULATION (MAX. 25 POINTS) <br />Project significantly increases affordable housing opportunities for large <br />families (three- and four- bedroom units) <br />10 <br />Project provides a higher percentage of units for extremely low-income <br />households with deeper affordability 10 <br />Project increases affordable housing opportunities for special needs <br />populations including, but not limited to, homeless individuals and families, <br />and persons with a disability <br />5 <br />2. TIMELINESS TO BUILD NEW HOUSING (MAX. 20 POINTS) <br />Project has demonstrated site control 7 <br />Project is zoned appropriately 5 <br />Project does not have any other site-related issues 5 <br />Project aligns with the City’s Housing element, Strategic Plan, and/or 5-Year <br />Consolidated Plan 3 <br />3.
