CITY OF SANTA ANA <br />HOUSING ELEMENT GOALS AND <br />POLICIES 2021–2029 HOUSING ELEMENT <br />I. GOAL 1 – HOUSING AND NEIGHBORHOODS <br />Goal 1 <br />Livable and affordable neighborhoods with healthy and safe housing conditions, <br />community services, well-maintained infrastructure, and public facilities that inspire <br />neighborhood pride and ownership. <br />Policies <br />HE-1.1 – Housing Conditions <br />Support the rehabilitation, repair, and improvement of single-family, multiple-family, and <br />mobile homes. <br />HE-1.6 – Proactive Code Enforcement <br />Enforce building and property maintenance standards b y proactively conducting <br />property inspections, educating landlords and tenants, and removing blighted, <br />unhealthy, or dangerous housing conditions while ensuring low-income residents are <br />not criminalized. <br />II. GOAL 2 – HOUSING SUPPLY AND DIVERSITY <br />Goal 2 <br />Foster an inclusive community with a diversity of quality housing, affordability levels, <br />and living experiences that accommodate Santa Ana’s residents and workforce of all <br />household types, income levels, and age groups. <br />Policies <br />HE-2.4 – Rental Housing <br />Facilitate the construction of rental housing for Santa Ana’s residents and workforce, <br />with a commitment to provide rental housing for extremely low-, very low-, and low- <br />income residents as well as moderate-income Santa Ana workers. <br />HE-2.5 – Diverse Housing Types <br />Facilitate diverse types, prices, and sizes of housing, including single -family homes, <br />apartments, townhomes, duplexes, mixed/multiuse housing, transit -oriented housing, <br />multigenerational housing, accessory dwelling units, and live-work opportunities. <br />HE-2.7 – Affordable Component <br />Pursuant to the Affordable Housing Opportunity and Creation Ordinance (AHOCO), <br />require eligible rental and ownership housing projects to include at least 15 percent of <br />EXHIBIT 2
