Award a Construction Contract to All American Asphalt for the Construction of the <br />Industrial Street Repair Project <br />April 21, 2026 <br />Page 2 <br />5 <br />6 <br />9 <br />6 <br />Drive from Harbor Boulevard to Yale Street; Yale Street from Garry Avenue to <br />Segerstrom Avenue; Moore Avenue from cul-de-sac to Shannon Street; and Shannon <br />Street from Moore Avenue to Garry Avenue (Exhibit 1). The segments were identified <br />as requiring reconstruction and rehabilitation and were approved in the Capital <br />Improvement Project (CIP) for Fiscal Year 24/25 and 25/26. The scope of work includes <br />excavation, grading, removal and replacement of asphalt concrete pavement, curb and <br />gutter, drive approaches, sidewalk, curb ramps, cross gutter, traffic signal modifications, <br />installation of biofiltration systems, signing, and striping. Once completed, these <br />improvements will improve the overall pavement condition, ride quality, and enhance <br />the visual appearance of the street. Pedestrian facility improvements will also comply <br />with the Americans with Disabilities Act (ADA) standards. <br />Project Advertisement and Contractor Procurement <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 82 <br />regional vendors via PlanetBids, many of which are Santa Ana based. Furthermore, <br />staff specifically reached out to Santa Ana vendors to encourage their participation in <br />bids. A total of five bids were received. No bids were received from Santa Ana <br />contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on February 13, 2026. The project was also advertised in PlanetBids from <br />February 12, 2026 to March 5, 2026. Bids were received electronically via PlanetBids <br />on March 5, 2026. Based on the bid analysis <br />and a contractor’s reference check, staff recommends awarding the construction <br />contract to All American Asphalt (Exhibit 3).
