EXHIBIT 1 <br />Executive Summary <br />AP-05 Executive Summary - 24 CFR 91.200(c), 91.220(b) <br />Introduction <br />The 2026-27 Action Plan outlines the City of Santa Ana's strategy for administering annual entitlement <br />funds received from the U.S. Department of Housing and Urban Development (HUD), including the <br />Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency <br />Solutions Grant (ESG) programs. The Plan is adopted by the City Council and subject to HUD approval. <br />Consistent with HUD's national objectives, these programs are designed to expand access to safe and <br />affordable housing, foster suitable living environments, and advance economic opportunity — <br />particularly for low- and moderate -income residents and individuals with special needs. Given the <br />limited availability of federal resources, the Action Plan prioritizes neighborhoods and populations <br />demonstrating the greatest need, directing investments toward high -impact strategies where data <br />indicates the City can maximize measurable outcomes and long-term community benefit. <br />The funding priorities and goals reflected in this Action Plan are informed by the City's 2025-2029 <br />Consolidated Plan, which identified key community needs, established funding priorities, and set <br />measurable five-year objectives to guide the use of HUD resources. <br />2. Summarize the objectives and outcomes identified in the Plan <br />This could be a restatement of items or a table listed elsewhere in the plan or a reference to <br />another location. It may also contain any essential items from the housing and homeless needs <br />assessment, the housing market analysis or the strategic plan. <br />The U.S. Department of Housing and Urban Development (HUD) Community Planning and Development <br />(CPD) Outcome Performance Measurement Framework organizes program objectives into three <br />national outcome categories: decent housing, a suitable living environment, and economic <br />opportunity. <br />In the 2025-2029 Consolidated Plan, the City of Santa Ana identified six high -priority needs to be <br />addressed through activities aligned with seven Strategic Plan goals. <br />Priority Needs <br />• Expand the supply of affordable housing <br />• Preserve the existing supply of affordable housing <br />• Increase access to and availability of public services <br />• Expand access to and availability of homeless services and facilities <br />Annual Action Plan <br />2026 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />
