Use caution when opening attachments or links. <br />Attn: City Council Meeting of April 21,026 <br /> <br />Re: One Broadway Plaza <br /> <br />Subject: 2010 Developer Allowed to Proceed Without Abiding by Agreement <br /> 2020 Developer Changes from Business to Residence - During Covid Pandemic <br /> <br />Public Comments <br /> <br />As our team begins discovery on the history regarding One Broadway Plaza, I want to go on record on two <br />changes to this development which was approved by the Planning Commission then approved by the City <br />Council. <br /> <br />In the original agreement, the developer Mike Harrah was to have the 37 Story project occupied with 50% of <br />Dunn and Bradstreet Grade B or better business prior to breaking ground. Additionally, it was agreed that <br />neighboring streets, in particular Washington Street, was to be repaired. As you know, neither agreement was <br />abided by nor has it come to fruition. <br /> <br />What is appalling is that in 2010 – 2011 the Planning Commission and ultimately you City Council allowed or <br />rather gave approval to the developer to begin the project without fulfilling the above-mentioned requirements. <br />Why? <br /> <br />To make matters worse in 2020 - during the COVID Pandemic – the Planning Commission and ultimately City <br />Council approved the change in scope of work which included the reduction of business occupancy and change <br />to residential occupancy. This brought substantial changes while the whole world was shutting down. There <br />were no “in person” council meetings and to be quite frank – people were dying. <br /> <br />I was still working for At&t and we were turning school gyms into mini hospital hubs. All hands on deck in <br />establishing switched ethernet services in rural California. Additionally, it was then that AT&T labs created <br />ZOOM. My focus was not on the One Broadway Project nor the focus of any other resident. This project should <br />not have been approved to move forward while the majority of the world was coming together to face COVID. <br /> <br />Michael Harrah – Caribou Industries should never have been allowed to break ground without fulfilling his <br />agreement prior more less change the scope of work during a pandemic <br /> <br />This is exactly why most lose faith in our elected/appointed officials. When we cast our vote and elect our <br />representatives – there is a level of trust. Once that trust is broken – it is extremely difficult to get it back. More <br />importantly, it should shed light on the character of this developer. <br />2 <br /> <br />
