MASTEL believed ROELOFFS was behind the front of <br />the patrol car. MASTEL described TAYLOR as looking angry, intoxicated and resembled someone <br />under the influence of methamphetamine. <br />ROELOFS ordered TAYLOR to put the metal bar down. TAYLOR took a step toward <br />ROELOFFS and ROELOFFS shot TAYLOR twice. TAYLOR was handcuffed and the police officers on <br />scene provided CPR. <br />MASTEL stated he and MARSHALL were inside their patrol when the shooting occurred. <br />MASTEL stated having a clear and unobstructed view of the shooting from where he was seated. <br />MASTEL did not witness the ROELOFFS using the Taser on TAYLOR but did see it on the ground. <br /> MASTEL did not approach TAYLOR and remained by MARSHALL’s patrol car.
