2018 hours: <br />Santa Ana Police Department Sergeant L. Barragan #2937 conducted a briefing with Detectives from the SAPD <br />Homicide Section and California Department of Justice Investigators regarding the initial response to the scene and <br />the preliminary investigation done by patrol personnel. <br />2041 hours: <br />Sergeant Barragan concluded the briefing. At the conclusion of the briefing, Detective F. Gomez #2706 was assigned <br />as the case agent. Detective Gomez assigned me to document the Officer processing. <br />2120 hours: <br />I signed out of the scene with Officer Carrillo and responded to the Santa Ana Police Department. <br />2213 hours: <br />The Officer processing was conducted in the Internal Affair's office located on the 4th floor of the Santa Ana Police <br />Department. This is only a summary of the Officer processing. <br />Department of Justice Special Agent Alvin Hernandez, Department of Justice Senior Criminalist Gina Williams, SAPD <br />Internal Affair's Nicholas Guijarro #3482, SAPD Officer Luis Casillas #3755, Casillas's representative Attorney Brett <br />Rutkowski and I were present. <br />SAPD Officer Casillas is currently assigned as a patrol officer in the field operations division of the Santa Ana Police <br />Department. I observed him wearing a SAPD police uniform with police patches on each shoulder of his shirt. He was <br />wearing a police badge on the upper left portion of his chest and had a name tag displaying "Casillas" on his right <br />upper chest. Officer Casillas was wearing a black leather Same Browne belt, which included his duty 9mm Glock Gen <br />17 handgun (used on this incident). Officer Casillas is right-handed and had his duty weapon positioned on the right <br />side of his hip. Officer Casillas had his Body Worn Camera (BWC) mount positioned in the center of the uniform. <br />However, he had already docked the camera back into its assigned housing dock. <br />Senior Criminalist Williams examined and photographed Officer Casillas, his uniform, Sam Browne (firearm, <br />handcuffs, taser, magazine pouch, holster) and the contents of his pocket. The handgun contained (1) cartridge in the <br />chamber and (16) cartridges in the magazine. The magazine had a capacity of (17) cartridges. <br />The double magazine pouch located on Officer Casillas's Sam Browne only contained (1) magazine which housed <br />(17) 9mm caliber cartridges.
