City Attorney Carvalho explained once litigation is complete, the information would <br /> be subject to disclosure and addressed considerations related to potential POBAR <br /> violations and the implications if such violations were to occur. She clarified SAPD's <br /> role during the demonstration, noting it was guided by communication with U.S. <br /> Attorneys. <br /> Mayor Amezcua asked for the definition of mutual aid and clarification on SAPD's <br /> role during the demonstrations, including whether the department was assisting <br /> ICE, inquired about the events that occurred, and expressed interest in reviewing <br /> more information once the litigation is complete. <br /> Commander Lopez clarified the definition of mutual aid, SAPD called mutual aid, <br /> and the factors for calling mutual aid. <br /> Chief Rodriguez clarified DHS called to assist in rescuing federal employees in the <br /> federal building. <br /> Councilmember Vazquez inquired whether SAPD learned any lessons since the <br /> demonstrations. <br /> Chief Rodriguez noted that the department was evaluating processes that occurred <br /> during the demonstrations and other situations as well. <br /> No action taken. <br /> MINUTES:At 10:58 P.M., Council addressed the remainder of the agenda items in <br /> accordance with Resolution No. 2025-004. <br /> MOTION: Councilmember Hernandez moved to continue Agenda Item No. 27 <br /> and the Housing Authority meeting to May 5, 2026, seconded by <br /> Councilmember Lopez. <br /> SUBSTITUTE MOTION: Councilmember Bacerra moved to hear Agenda Item <br /> No. 27 only and continue the Housing Authority Meeting to May 5, 2026, <br /> seconded by Mayor Pro Tern Penaloza. <br /> The substitute motion carried, 4-3, by the following roll call vote: <br /> AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER PHAN, <br /> MAYOR PRO TEM PENALOZA, MAYOR AMEZCUA <br /> NOES: COUNCILMEMBER HERNANDEZ, COUNCILMEMBER <br /> LOPEZ, COUNCILMEMBER VAZQUEZ <br /> ABSTAIN: NONE <br /> ABSENT: NONE <br /> Status: 4— 3 — Pass <br /> CITY COUNCIL 25 APRIL 21, 2026 <br />
