COUNCILMEMBER REQUESTED ITEM <br /> 27.Discuss and Consider Directing the City Manager to Direct Staff to Draft and <br /> Bring Back a Resolution for Council Consideration That Would be Sent to <br /> Assemblymember Avelino Valencia and Senator Tom Umberg, Requesting <br /> That the State Legislature Amend AB 645 (Friedman)to Allow the City of Santa <br /> Ana to Establish a Speed Safety System Pilot Program As Soon As Possible <br /> — Councilmember Bacerra <br /> MINUTES: Councilmember Bacerra spoke in support of the item, stating a speed <br /> safety pilot program would benefit the City, and noted the safeguards in place to <br /> prevent data breaches. <br /> Mayor Amezcua spoke in support of the item, inquired about the pilot program, and <br /> questioned whether the Santa Ana Police Department would oversee the pilot <br /> program. <br /> Police Chief Robert Rodriguez clarified components of a pilot program, including an <br /> educational period, which would not be overseen by his department, but more <br /> typically by a transportation department or Public Works. <br /> Councilmember Phan inquired on the cost of the pilot program, expressed concern <br /> with moving forward with actions that may not be implemented due to the City's <br /> budget, and spoke in opposition to the item. <br /> City Attorney Sonia Carvalho reminded the Council the parameters for the item <br /> discussion. <br /> Councilmember Bacerra emphasized the pilot aspect of the program and the <br /> length of time it may take to work through the process. <br /> Councilmember Lopez stated she was open to the concept and voiced concerns <br /> regarding the item and its potential for amendment and passage at the State level <br /> based on previous conversations that had occurred. <br /> Councilmember Phan shared information about Glendale's program. <br /> Mayor Amezcua requested staff bring back a report in 90 days regarding <br /> information such as cost analysis and staff recommendations. <br /> Discussion ensued regarding vehicle accidents, speed control measures, and <br /> potential costs. <br /> City Attorney Carvalho recommended discussions regarding liability and potential <br /> public safety risks be limited or avoided. <br /> Mayor Pro Tem Penaloza echoed Mayor Amezcua's comments requesting a report <br /> back including cost information. <br /> CITY COUNCIL 26 APRIL 21, 2026 <br />
