Work completed per Bernards COR No. 2 (Group 4 ASR 1A). <br /> b. Bernards Change Order No. 2 dated 2.27.2026 (REF: Group 4—ASR 1B dated 11.17.2025) <br /> c. Group 4 ASR 113 dated 2.27.2026 and associated backup from Group 4 and sub-consultants. <br /> d. ECORP Memo dated 10/20/2025 for CEQA Documentation (CE) Recommendation. <br /> e. Schematic Design Package issued 11.26.2025. <br /> Pre-Construction Services - Inclusions <br /> The proposal includes the following items: <br /> 1. Scope of Work per Bernards COR No. 2 dated 2.27.2026 (Group 4 ASR 0113 dated 11.17.2025). <br /> 2. Preconstruction services for the Fountain Plaza Demolition scope of work only. <br /> 3. Includes preconstruction services for Design Development, Construction Drawings, permitting and bidding leading <br /> up to GMP only. <br /> 4. Includes remainder of the preconstruction services(from DD Drawings through bidding of permitted 100%CD <br /> drawings)as a continuation of the preconstruction services completed for Schematic Design Services and <br /> Historical Assessment studies as part of Bernards COR No. 1 (Group 4 ASR 1A). <br /> 5. Scope of Work Description included in Group 4 ASR 1B dared 2.27.2026). <br /> 6. Consultant(Bernards Brothers, Inc)staffing includes Estimating, Planning and Operations <br /> staff on a part-time basis. <br /> 7. CEQA related tasks including documentation for Categorical Exemption(CE)will be on a T&M <br /> basis, all other preconstruction services will be on a lump-sum basis as listed in Bernards COR <br /> No. 2. <br /> 8. Perform Architectural,Engineering services from Design Development through permitting and <br /> Bidding (REF: Group 4 ASR 1B for detailed description of Sub-Consultant services). <br /> 9. Coordinate with applicable jurisdictions, City and County,throughout design and entitlement <br /> processes: <br /> a. Participate in City OAC meetings and design review procedures. <br /> 10. Collaborate with adjacent building stakeholders (Law Library, State and Federal buildings) through the <br /> City to define the design scope as it relates to shared or adjoining structures. Coordination with other <br /> agencies to include the City of Santa Ana as a participant. <br /> 11. Prepare and submit demolition plans in accordance with jurisdictional requirements. <br /> 12. Obtain demolition permits from the City of Santa Ana and the County. <br /> 13. Includes design services for a new east stair from the Law Library. <br /> 14. Includes design services for a new south stair to accommodate revised site access. <br />
