Group 4 & Sub-Consultants - Qualifications & Exclusions EXHIBIT 2 <br /> ASR 01 B - Demolition of Plaza of the Fountains - PART 2 <br /> CONTEXT: <br /> In 2023 the City of Santa Ana (City) purchased approximately 0.46 acres from the State of <br /> that is adjacent to its City Hall for the purpose to land bank the parcel for future City <br /> purposes yet to be determined. Within the boundaries of this parcel is a vacant nine story <br /> building with the address of 28 Civic Center Plaza (State Building) and portions of an <br /> elevated outdoor space called Plaza of the Fountains (Plaza), a covered parking area below <br /> the Plaza, and adjacent at grade portions of Orange County Civic Center(OCCC) campus <br /> roadways, sidewalks, landscape and infrastructure. <br /> Basic Services were initially scoped with the intention to demolish State Building and City <br /> owned portion of the Plaza. <br /> In Basic Services Phase 1 the following findings were made: <br /> • Demolition of the State Building is greatly facilitated by and has lower cost when <br /> deconstruction activities can be conducted along both long sides which requires <br /> demolishing the Plaza of The Fountains first. Therefore the City now intends to <br /> proceed with Plaza demolition first. The City determined it did not have funds <br /> currently available to demolish the State Building and intends to proceed at this <br /> time with demolition of The Plaza of the Fountains only. <br /> • The City-County property line is located mid-way in one of the elevated Plaza's long <br /> span structural bays. Demolition of onlythe City's portion of the Plaza would <br /> require costly interim structural reinforcements of the County's remaining portion, <br /> and the County's remaining portions would result in an awkward half demolished <br /> condition. Consequently, the City and County intend to execute an agreement with <br /> the County to adjust the property lines so that essentially the full Plaza will be within <br /> the City's control so that the full Plaza may be completely demolished in one <br /> deconstruction and adjacent areas repair sequence. <br /> • Adjacent and partially interlocked with the Plaza is the County Law Library(Library). <br /> The Library has a third floor entry from and a second floor exit onto the Plaza (Library <br /> Exits). After the demolition of the Plaza the Library Exits will need to be replaced <br /> with new exterior stairs. <br /> • Below the plaza is a lower level on-grade parking area that after the Plaza is <br /> demolished will be open to the sky.
