EXHIBIT 2 <br /> ASR 01 was requested to rescope the project to the demolition of the Plaza only. To <br /> expedite this work, the City requested this ASR be broken into two parts, the ASR01-A Part 1 <br /> that can be conducted within the balance of initial Basic Services fee remaining, and the <br /> remaining services that will require City Council action for supplemental funding. <br /> ASR 01A-Part 1 Services were provided in the Fall of 2025. It included preparing an historic <br /> assessment of the OCCC campus; an expanded survey including a legal description of the <br /> new property line, and schematic design services of architectural, civil, mechanical, <br /> electrical, plumbing engineering and fire protection demolition scoping, and architectural, <br /> structural, and electrical engineering services related to the new Library Exits stairs. During <br /> ASR-01A Part 1 the following findings were made: <br /> • The Plaza of the Fountains structure was found to be only a Secondary contributor <br /> to the OCCC potential eligibility for historic designation. It was found that the <br /> demolition of the Plaza of the Fountain will not cause a significant impact to a <br /> potential OCCC Historic District. Therefore, a Categorical Exemption was found to <br /> be the appropriate approach to CEQA compliance needed to obtain the demolition <br /> and repair permit(s). <br /> • While the County Law Librarywas determined to be a Primary contributor to the <br /> OCCC potential eligibility for historic designation, the proposed demolition scope of <br /> the Library's east stair and its proposed reconstruction and related repairs were <br /> found to be not significant to its consideration for Historic registration. <br /> THIS ASR01 B-Part 2, includes the preparation of a CEQA Categorical Exemption (CE)for <br /> this project, and also the Architecture and Engineering services to take the proposed scope <br /> through to permit(s) and bidding. <br /> ASR 01 B PART 2 SCOPE OF WORK <br /> ROLES FOR THE SERVICES PROVIDED: <br /> • CEQA/Preparation of documentation needed for a Categorical Exemption—ECORP <br /> • Civil Engineering- IMEG <br /> • Structural Engineering- KPFF <br /> • MEP/FP, - MEP Cal <br /> • Environmental Graphics -Group 4 <br /> • Support to Bernards for Cost Estimates at each Phase <br /> SASB PLAZA DEMO ASR 01 B—PART 2 GROUP 4 ARCHITECTURE 2026-02-23 Page 2 of 10 <br />
