EXHIBIT 2 <br /> SCOPE OF WORK <br /> CITY OF SANTA ANA <br /> REQUEST FOR PROPOSALS <br /> FOR <br /> ENVIRONMENTAL, RIGHT-OF WAY & ENGINEERING DESIGN <br /> SERVICES FOR SANTA ANA BLVD. GRADE SEPARATION <br /> RFP NO. 25-131A <br /> INTRODUCTION/PROJECT DESCRIPTION <br /> The Santa Ana Boulevard Grade Separation Project shall improve safety, pedestrian access, and <br /> improve connectivity by separating the existing rail crossing with the Southern California Regional <br /> Rail Authority(SCRRA) Orange Line double tracks at Santa Ana Boulevard adjacent to the Santa <br /> Ana Regional Transportation Center(SARTC)with a new multimodal underpass. The project shall <br /> also reduce the roadway from six- to four-lanes with Class IV protected bikeways and space for <br /> future transit expansion. Furthermore, the project enhances pedestrian access by retaining the <br /> pedestrian crossing at the intersection of Santa Ana Boulevard and Santiago Street and <br /> constructing a new pedestrian bridge spanning over Santa Ana Boulevard, along with sidewalks <br /> on both sides of the overcrossing. The current at-grade crossing and the resulting gate arm down <br /> time of 2.25 hours per day creates significant barriers within the City. The project addresses <br /> transportation challenges for the underserved community and vulnerable road users by improving <br /> safety and air quality, eliminating mobility barriers to reconnection, improving emergency <br /> response times, and increasing accessibility to intercity passenger rail, bus transit, and the future <br /> Orange County Streetcar (OC Streetcar). <br /> The Project shall reconstruct the SCRRA Orange line rail crossing to become a safe, modern, <br /> sustainable, and multimodal hub for economic activity and mobility. The Project involves grade <br /> separating Santa Ana Boulevard and reducing travel lanes from six- to four-lanes, as well as <br /> providing a pedestrian bridge over Santa Ana Boulevard to SARTC, raised medians, protected <br /> bikeways, sidewalks, and space for a pedestrian plaza. This shall improve connectivity to nearby <br /> commercial opportunities and infill housing, SARTC, the SCRRA railroad corridor, Downtown <br /> Santa Ana, Interstate 5 (I-5), and the future OC Streetcar. <br /> At this time, the City is proceeding with development of the Plans, Specifications, and Estimates <br /> (PS&E), Environmental Documentation including Technical Studies, Right-of-Way Engineering <br /> and Acquisition necessary to prepare for construction of the project. <br /> SCOPE OF SERVICES <br /> The following presents the scope of work for the Environmental Revalidation. PS&E.and <br /> Right-of-Way services based upon the selected preferred alternative identified. The selected <br /> Consultant is expected to prepare all reports, studies and plans to meet the requirements of all <br /> affected agencies. City staff shall provide overall project coordination and shall handle <br /> administrative and policy matters. Caltrans, OCTA, SCRRA, the County of Orange, and all other <br /> affected agencies shall provide oversight, guidance and interpretation on matters related to their <br /> respective policies and regulations. <br />
