SA 12‐022 <br />Investigator: ANDREW ROSS Approved By: <br />Date of Report: 10/04/12 Date:10/10/12 <br />Page 17 of 76 <br />could  now broadcast my radio traffic ࡕ (BACKGROUND NOISE) <br />and let my area partners and communications know what had  just <br />happened. (PAUSE) While still standingࡕ (PAUSE) near the, uh, <br />suspect, who’s on the ground  bleeding, I radio and not forr <br />verbatim, but I gave my call sign, officer involved  shooting, this is <br />where I’m at to the rear and then I started  to hear people reply <br />and then backup was en route, I heard sirens.  I still stood  by, still <br />stood over him, excuse me, near him.  And the threat was <br />minimizing and I felt more in control, more aware of what was <br />going on. (PAUSE) And then backup arrived. (PAUSE) I was off to <br />the side and my area  partners and supervisors, um, cleared the <br />car and I have to go backࡕ I maybe off on the time frame but I <br />knew, I want to say before my first backup arrived  there, officer <br />GRAHAM, I radioed the license plate of the Jeep.  That was the <br />only time I could  radio and have an opportunity to give the plate <br />to dispatch and then I received  back in return that it was a  stolen <br />vehicle. (PAUSE) Again, the car had  not been cleared, I had now <br />exposed  myself.  I never had cover or concealment.  I didn’t know <br />who was in the Jeep.  Was there somebody back there?  Was <br />there somebody that saw me and ducked  below who were gonna <br />come out behind me?  What was going on with, with the, the guy <br />in the wheelchair, was he a victim of, of, uh, being robbed?  Was <br />he, um, held against his will?  There were a lot of moving parts
