For this City staffing initiative, EPD's <br /> team consists of former Planning Department staff who understand how CEQA findings and mitigation <br /> measures inform staff reports, hearing outcomes,and final approvals. Each assignment is managed under <br /> senior- and principal-level oversight, with project-specific work plans, schedules, and milestones <br /> established to maintain efficiency and accountability. EPD emphasizes early and proactive coordination <br /> with City staff, agencies, applicants, and stakeholders to streamline reviews, minimize redesigns, and <br /> ensure regulatory compliance. <br /> EPD's team is available during typical City business hours (8:00 am to 5:00 pm) and as needed outside of <br /> regular hours to effectively facilitate neighborhood meetings, Planning Commission hearings, City Council <br /> meetings, and other public or stakeholder meetings related to assigned projects. Our staff routinely <br /> attend internal and external coordination meetings—in-person, hybrid, or virtual—to facilitate effective <br /> communication and timely project delivery. Our technical review services include the preparation of <br /> written analyses, staff reports, plan markups, and recommendations consistent with City standards and <br /> policies. <br /> EPD will serve as an effective public interface by assisting with developer coordination, responding to <br /> public inquiries, and presenting project findings to staff, commissions, and the City Council as required. <br /> Through this comprehensive and collaborative approach, EPD will provide the City with responsive, <br /> professional, and technically sound entitlement support that enhances efficiency, transparency, and <br /> public confidence in the development review process. Our project managers will efficiently review and <br /> process entitlement applications with the precision and accountability expected from City staff. <br /> PROJECT TEAM <br /> EPD's proposed management team for this initiative brings senior-level planning expertise, project <br /> management experience, and environmental knowledge to support the City of Santa Ana over the <br /> proposed three-year performance period. Each of our key personnel have held multiple public sector <br /> positions at the City and/or County level and have achieved increasing levels of seniority, operating as an <br /> integrated member of the planning team in their efficient review of incoming project applications. <br /> We also maintain a large pool of qualified staff who can step in as needed to support.This flexibility allows <br /> us to quickly scale our team should the project scope expand or additional expertise be required.
