Our team works <br /> closely with Planning Division staff to prepare environmental documents, review entitlement applications, <br /> and ensure project consistency with the City's Specific Plans, Zoning Code, and General Plan policies. <br /> Over the course of this partnership, EPD has been awarded two separate multi-year Master Service <br /> Agreement (MSA) extensions—a direct reflection of the City's confidence in our performance, <br /> responsiveness, and technical quality. These extensions underscore our ability to deliver reliable, high- <br /> caliber work under evolving City priorities and staffing needs. <br /> Our on-call assignments have included CEQA management for the Bowery Mixed-Use Project, Related <br /> Bristol Specific Plan, and MainPlace Mall Transformation Project, among others. This experience has <br /> provided our team with an intimate understanding of Santa Ana's development review process, <br /> interdepartmental coordination protocols, and the expectations for public transparency and efficiency. <br /> EPD's sustained role as an on-call consultant exemplifies our capacity to act as an extension of City staff, <br /> providing consistent, high-quality planning services that align with Santa Ana's goals for growth, <br /> innovation, and community livability. <br /> On-Call Services for the City of Santa Ana Planning Division <br /> Scope of Work: CEQA Compliance Services, EIR <br /> Started: 2020 1 End Date: 2029 <br /> Description of Services: EPD has provided the City of Santa Ana with expert environmental services to <br /> support a number of City projects. For example, EPD prepared an EIR for the Bowery Mixed-Use Project, <br /> which proposed to redevelop a 14.58-acre infill,urban site with multi-family residential consisting of 1,150 <br /> units in three multistory buildings with adjacent parking structures, 80,000 sq. ft. of retail and restaurant <br /> commercial space, and approximately 183,000 sq. ft. of open space in courtyards, common area <br /> amenities, a roof deck, and perimeter plazas. The Project required a General Plan amendment and a <br /> zoning amendment and was highly controversial. EPD facilitated extensive inter-agency coordination and <br /> communication with City departments, the City of Tustin, ALUC, and other responsible agencies and <br /> stakeholders. EPD also peer reviewed Applicant-prepared technical studies and provided CEQA <br /> compliance services for the Related Bristol Specific Plan, which involved the development of 3,750 <br /> residential units, 350,000 sq.ft. of commercial space, 250 hotel rooms, and 200 senior care units on a 41- <br /> acre site. EPD's CEQA approach for the Specific Plan involved preparation of a Supplemental Program EIR <br /> to the Final Recirculated Draft Environmental Impact Report for the Santa Ana General Plan Update (GPU <br /> EIR), which was certified by the City Council in April 2022. EPD coordinated the ALUC submittal for the <br /> project, attended the ALUC hearing on behalf of the City of Santa Ana, and assisted the City in preparing <br /> the City Council overrule of the ALUC finding of inconsistency. <br /> EPD Solutions, Inc.
