To support this growth, the City anticipates a need for specialized planning expertise to supplement staff capacity. EPD is well positioned to assist, offering familiarity with the MainPlace, Related Bristol, and The Village plan areas. Our team will support entitlement, site plan, and building plan review phases by providing senior-level analysis,staff report preparation, and cross-departmental coordination. EPD'5 proposed scope aligns with the City's requested services: 1. Subject Matter Expertise—Specific Plan consistency review. 2. Project Review—Entitlement, site, and plan check review. 3. Project Management—Senior-level oversight and milestone tracking. 4. Coordination—Participation in meetings and hearings. 5. Availability--Full-time coverage during City business hours. 6. Technical Review—Written analyses, plan markups, and reports. 7. Public Interface—Developer coordination and presentations. City of Tustin Community Development Department Title: Principal Planner I Email: rbarragan@tustinca.org I Phone: (714) 573-3016 Project:Tustin Housing Element Scope of Work: On-Call CEQA and Planning Services, Housing Element and ND,Tribal Consultant Services Timeline: 2021 -2022 Description of Services: EPD provided on-call environmental analysis, entitlement, due diligence, traffic/transportation, air quality, and other development-related and technical services to the City of Tustin and assisted the City of Tustin in preparing the Tustin Housing Element 6th Cycle Update and the supporting Initial Study and Negative Declaration pursuant to CEQA. The Housing Element Update provided a plan to meet anticipated population growth and housing needs, including incorporation of an additional 6,782 housing units to meet Regional Housing Needs Allocation accommodating varying income distributions. EPD also assisted the City with preparation and distribution of SB 18 and AB 52 tribal consultation letters. EPD worked with the City to meet an aggressive schedule and obtain certification of the Housing Element on time.
