<br /> Description of Services: EPD prepared an EIR for the Bowery Mixed-
<br /> Use Project, which proposed to redevelop a 14.58-acre infill, urban
<br /> site with multi-family residential consisting of 1,150 units in three
<br /> multistory buildings with adjacent parking structures, 80,000 sq. ft.
<br /> of retail and restaurant commercial space, and approximately
<br /> 183,000 sq.ft.of open space in courtyards,common area amenities,
<br /> a roof deck, and perimeter plazas. The Project required a General )Ill
<br /> Plan amendment and a zoning amendment and was highly r III[Ili
<br /> controversial. EPD facilitated extensive inter-agency coordination
<br /> and communication with City departments,the City of Tustin,ALUC,
<br /> and other responsible agencies and stakeholders. EPD also peer '
<br /> reviewed Applicant-prepared technical studies and provided CEQA
<br /> compliance services for the Related Bristol Specific Plan, which involved the development of 3,750
<br /> residential units, 350,000 sq. ft. of commercial space, 250 hotel rooms, and 200 senior care units on a 41-
<br /> acre site. EPD's CEQA approach for the Specific Plan involved preparation of a Supplemental Program EIR
<br /> to the Final Recirculated Draft Environmental Impact Report for the Santa Ana General Plan Update (GPU
<br /> EIR), which was certified by the City Council in April 2022. EPD coordinated the ALUC submittal for the
<br /> project, attended the ALUC hearing on behalf of the City of Santa Ana, and assisted the City in preparing
<br /> the City Council overrule of the ALUC finding of inconsistency.

<br /> Description of Services: EPD prepared a Specific Plan for the proposed redevelopment of the Village at
<br /> Orange Mall, a 44-acre site located just north of Meats Avenue, between Canal Street and Tustin Street,
<br /> in the City of Orange.The objective of the Specific Plan was to facilitate the required zone change to allow
<br /> for residential development and to outline the specific requirements related to densities,floor area ratios,
<br /> land usages, existing and proposed infrastructure, and development regulations. EPD collaborated closely
<br /> with the applicant team and City staff to refine the plan in response to departmental feedback and actively
<br /> participated in public hearings to support project approval.
<br /> Transit Village Specific Plan & RHNA Rezoning I City of Redlands

<br /> Description of Services: EPD is the City of Redlands' sole on-call environmental consultant for all City-
<br /> initiated projects and, as such, has been providing CEQA Compliance, Peer Review,Technical Analysis,and
<br /> Community Outreach services to support large-scale development projects in Redlands since 2019.
<br /> EPD recently prepared an EIR forthe Transit Villages Specific Plan (TVSP),which includes 2,400 residential
<br /> units, 265,000 sq. ft. of retail commercial, 238,000 sq..ft. of office, 220 hotel rooms, and 280,000 sq.ft. of
<br /> parks and open space across approximately 1.48 square miles. The 947-acre Project area is divided into
<br /> three planning areas ("transit villages") surrounding three new San Bernardino County Transportation
<br /> Authority Arrow Passenger Rail line stations in the city. The TVSP sets regulations for the community's
<br /> long-term vision for compact, efficient, and environmentally sustainable development. As a form-based
