Phased development is anticipated to occur over a 10-year period,from 2026 to 2036. The Related Bristol Specific Plan required a rigorous environmental analysis and review process to meet CEQA and City requirements. EPD Solutions developed a Supplemental Program EIR that built upon the existing Santa Ana General Plan Update,certified in 2022. In peer reviewing the technical studies, our focus was on ensuring that the analyses were thorough, based on sound science, and met or exceeded regulatory and industry standards. Following a public scoping meeting with 70-100 participants, EPD worked hand-in-hand with City staff and the applicant team, ensuring all environmental issues were effectively addressed. With the goal of circulating the public review Draft EIR within six months of project initiation, EPD worked seamlessly with the applicant's technical subconsultants to deliver work products on an expedited timeline while maintaining the project budget. EPD assisted the City in filing a consistency determination requesting the Airport Land Use Commission to review the project for consistency with the Airport Environs Land Use Plan and in preparing a Federal Aviation Administration application for the project EPD also managed the preparation of a Project Market Assessment, Development Feasibility Analysis, and Community Benefits Analysis and worked closely with the City staff and the applicant team under the direction of the City attorney, to develop the CEQA approach and circulate the public review Draft EIR within 6 months of project initiation, which kept this project on schedule and within budget. tp live I% 5ns Ilk Despite a large volume of public comment letters received on the day of the City Council hearing, EPD Solutions managed to address each response thoroughly and efficiently.
