SCOPE OF SERVICES <br />Areas where a separate technical study will not be <br />prepared but are assumed to require more than a <br />cursory discussion are presented below. <br />Biological Resources - there are some species <br />that have had changes to their listing status since <br />the NEPA CE was adopted. This includes Monarch <br />butterfly, burrowing owl, and Crotch's bumblebee. <br />Based on the conditions at the project site, it is not <br />expected that suitable habitat is present and it is <br />therefore expected that there would be no potential <br />for impacts to any listed species. The biological <br />resources effort will consist of obtaining an <br />updated Unites States Fish and Wildlife Service <br />species list and conducting a review the California <br />Natural Diversity Database to identify any species <br />with the potential to be present/occur. Fallowing <br />the review of this information, a field visit will be <br />conducted to confirm that no suitable habitat is <br />present and that these species do not have the <br />potential to be present. It is assumed that no <br />species will have the potential to be present and <br />that no additional biological evaluation or studies <br />will be required. It is assumed that the biological <br />resources information will be directly incorporated <br />into the ER. <br />Cultural Resources — The cultural resources <br />effort will consist of conducting a record search to <br />confirm that no resources have been identified that <br />are eligible for listing on the National Register of <br />Historic Places (NRHP) or California Register of <br />Historical Resources (CRHR). In addition, a review <br />will be conducted to confirm that no resources that <br />were not previously of age would now require <br />evaluation. It is expected that no resources will be <br />present that are eligible for listing on the National <br />Register of Historic Places or California Register of <br />Historical Resources, that no resources will require <br />evaluation, and that the cultural discussion will be <br />directly incorporated into the ER. <br />Water Quality — The water quality effort will <br />consist of reviewing the list of impaired water <br />bodies to confirm no changes have occurred and <br />no new water bodies are listed as impacted, and <br />updating any information, regulations, and regional <br />permits information that is now outdated. This <br />discussion will be directly incorporated into the ER. <br />It is assumed that no new mitigation, or elimination <br />or reduction of mitigation commitments, will be <br />CITY OF SANTA ANA <br />SANTA ANA BOULEVARD GRADE SEPARATION-, <br />MARKTHOMAS <br />identified or required, that no revisions to the <br />CEQAINEPA documentation itself (or new, <br />supplemental, or subsequent environmental <br />documentation) will be required, that no <br />meaningful modifications to any measures will be <br />required, and that no recirculation or public <br />availability of the CEQAINEPA documentation will <br />be required. It is assumed that no new laws or <br />regulations will be identified since adoption of the <br />NEPA documentation that require analysis, <br />evaluation, or documentation beyond that identified <br />in this scope of work. <br />Based on the results of the above analyses a <br />determination will be provided on the NEPAICEQA <br />Re -Validation Form regarding the validity of the <br />existing NEPA determination and findings. It is <br />assumed that the finding will be that the NEPA <br />documentation is still valid in conjunction with the <br />above listed analyses and that no further action is <br />required related to environmental documentation. <br />As part of the ER effort, the Environmental <br />Commitment Record (ECR) will be updated to <br />reflect any changes, additions, or deletions to the <br />measures included in the previously adopted <br />NEPA documentation. The ECR will be an <br />attachment to the ER. Finally, the Transportation <br />Air Quality Conformity Findings Checklist will be <br />prepared as an attachment to the ER. <br />6.3 Technical Study Updates <br />Preparation of all technical analyses and reports <br />will follow local, state, and federal environmental <br />guidelines, primarily consisting of the Caltrans <br />SER website, Caltrans Project Development <br />Procedures Manual, local and state CEQA <br />Guidelines, and FHWA Technical Advisory <br />6640.81 Guidance on Preparing and Processing <br />Environmental and Section 4{f) Documents. The <br />formats to be used for the technical studies will <br />follow the guidance available on the Caltrans SER <br />website as of the date that those studies are <br />initiated. <br />Only those technical studies identified in this scope <br />of work are assumed or included. Any other <br />technical studies or efforts are assumed to be not. <br />required, or will be addressed/prepared by others <br />and provided to ICF.
