SCOPE OF SERVICES If working within railroad right of way, Mark Thomas survey crew(s) to have appropriate BNSF Roadway Worker Protection (RWP) training and will have completed BNSF Contractor Safety Orientation (obtain safety badges). Railroad Worker in Charge (RWIC) flagging services, if required, are not included in this proposal. Assumptions • Maximum of twenty (20) field mobilizations for as -built topographic surveys • Maximum of twenty (20) sewer, storm drain and catch basin features will be located, inverted (dipped) and detailed Task Deliverables • Topographic Survey Base Map in AutoCAD, PDF • Digital Terrain Model (DTM) in CAD format • Detailed field notes of drain features such as sewer/stormdrain manhole dips and catchbasins • Site Photos, Videos • Survey Field Notes 5.4 Record of Survey Mark Thomas to prepare a pre -construction Record of Survey and submit to the Orange County Surveyor's office for review. Mark Thomas to compile all boundary retracement data into a Record of Survey as required per the California Land Surveyor's Act (Business and Professions Code §§ 8700 -- 8805) Section 8762. The Record of Survey will show all lines, pertinent measurements delineated in the LandNet base map, found monuments and reference monuments/ties to be set, if any. We anticipate one round of review comments from the County, Deliverables • Record of Survey to be recorded with the County of Orange (PDF) Task 6 Environmental Revalidation The CEQA SE will be updated to reflect the current project configuration. NEPA Revalidation will be prepared with supporting technical study updates, as per Caltrans (FHWA delegation) and FRA requirements. CITY OF SANTA ANA SANTA ANA BOULEVARD GRADE SEPARATION MARK THOMAS 6.1 CEQA Statutory Exemption (SE) Once the project team has agreed upon the project design that will move forward, the design information will be used to update the Project description that was included in the previously adopted CEQA statutory exemption (SE). An updated CEQA will be filed for the project. 6.2 NEPA Revalidation ICF will prepare a single NEPA/CEQA Environmental Re -Validation (ER) form (NEPA portion only) based on the ER form that is available on the Caltrans Standard Environmental Reference (SER) at the time of this submission. Using existing available information studies listed herein, the ER will document the following items and identify whether there are; • Changes in project design (e.g., substantial scope change; a new alternative; change in project alignment) • Changes in environmental setting (e.g., new development affecting traffic or air quality) • Changes in environmental circumstances (e.g., a new law or regulation; change in the status of a listed species) • Changes to environmental impacts of the project (e.g., a new type of impact, or a change in the magnitude of an existing impact) • Changes to avoidance, minimization, and/or mitigation measures since the environmental document was approved. A brief discussion related to the validity of the information provided in the adopted NEPA documentation related to potentially impacted resources will be included. Since the project was addressed with a CEQA Statutory Exemption (SE) it is assumed that no CEQA related discussion will be required. It is also assumed that the purpose and need from the adopted NEPA documentation will not be revisited or revised and that all areas will be addressed qualitatively and no quantitative analyses will be required, unless otherwise specifically noted in this scope of work. Furthermore, it is assumed that no separate technical studies, beyond the those studies identified in herein.
