SCOPE OF SERVICES <br />If working within railroad right of way, Mark <br />Thomas survey crew(s) to have appropriate BNSF <br />Roadway Worker Protection (RWP) training and <br />will have completed BNSF Contractor Safety <br />Orientation (obtain safety badges). Railroad <br />Worker in Charge (RWIC) flagging services, if <br />required, are not included in this proposal. <br />Assumptions <br />• Maximum of twenty (20) field mobilizations <br />for as -built topographic surveys <br />• Maximum of twenty (20) sewer, storm drain <br />and catch basin features will be located, <br />inverted (dipped) and detailed <br />Task Deliverables <br />• Topographic Survey Base Map in <br />AutoCAD, PDF <br />• Digital Terrain Model (DTM) in CAD format <br />• Detailed field notes of drain features such <br />as sewer/stormdrain manhole dips and <br />catchbasins <br />• Site Photos, Videos <br />• Survey Field Notes <br />5.4 Record of Survey <br />Mark Thomas to prepare a pre -construction <br />Record of Survey and submit to the Orange <br />County Surveyor's office for review. Mark Thomas <br />to compile all boundary retracement data into a <br />Record of Survey as required per the California <br />Land Surveyor's Act (Business and Professions <br />Code §§ 8700 -- 8805) Section 8762. The Record <br />of Survey will show all lines, pertinent <br />measurements delineated in the LandNet base <br />map, found monuments and reference <br />monuments/ties to be set, if any. We anticipate <br />one round of review comments from the County, <br />Deliverables <br />• Record of Survey to be recorded with the <br />County of Orange (PDF) <br />Task 6 Environmental Revalidation <br />The CEQA SE will be updated to reflect the current <br />project configuration. NEPA Revalidation will be <br />prepared with supporting technical study updates, <br />as per Caltrans (FHWA delegation) and FRA <br />requirements. <br />CITY OF SANTA ANA <br />SANTA ANA BOULEVARD GRADE SEPARATION <br />MARK THOMAS <br />6.1 CEQA Statutory Exemption (SE) <br />Once the project team has agreed upon the project <br />design that will move forward, the design <br />information will be used to update the Project <br />description that was included in the previously <br />adopted CEQA statutory exemption (SE). An <br />updated CEQA will be filed for the project. <br />6.2 NEPA Revalidation <br />ICF will prepare a single NEPA/CEQA <br />Environmental Re -Validation (ER) form (NEPA <br />portion only) based on the ER form that is <br />available on the Caltrans Standard Environmental <br />Reference (SER) at the time of this submission. <br />Using existing available information studies listed <br />herein, the ER will document the following items <br />and identify whether there are; <br />• Changes in project design (e.g., substantial <br />scope change; a new alternative; change in <br />project alignment) <br />• Changes in environmental setting (e.g., <br />new development affecting traffic or air <br />quality) <br />• Changes in environmental circumstances <br />(e.g., a new law or regulation; change in <br />the status of a listed species) <br />• Changes to environmental impacts of the <br />project (e.g., a new type of impact, or a <br />change in the magnitude of an existing <br />impact) <br />• Changes to avoidance, minimization, <br />and/or mitigation measures since the <br />environmental document was approved. <br />A brief discussion related to the validity of the <br />information provided in the adopted NEPA <br />documentation related to potentially impacted <br />resources will be included. Since the project was <br />addressed with a CEQA Statutory Exemption (SE) <br />it is assumed that no CEQA related discussion will <br />be required. It is also assumed that the purpose <br />and need from the adopted NEPA documentation <br />will not be revisited or revised and that all areas <br />will be addressed qualitatively and no quantitative <br />analyses will be required, unless otherwise <br />specifically noted in this scope of work. <br />Furthermore, it is assumed that no separate <br />technical studies, beyond the those studies <br />identified in herein. <br />
