SCOPE OF SERVICES <br />proposed improvements. Additionally, Monument <br />will provide information about existing conditions <br />within the project limits, including land use, and <br />any existing rights or encumbrances known to exist <br />on the affected properties. The specific steps <br />Monument will take to determine impacts and <br />estimate costs are as follows: <br />• Perform a GIS analysis to identify property <br />and rights potentially affected by the <br />proposed design <br />• Use publicly available data and other real <br />estate resources to confirm the ownership, <br />land use, zoning, lot size, and <br />improvements for each affected property. <br />• Perform a desktop inspection of properties <br />to confirm the probable acquisition type <br />(fee, easement, temporary construction <br />easement, etc.), including identifying <br />existing uses or personal property to be <br />relocated (if any). <br />• Calculate the fee and/or easement area <br />(including temporary construction <br />easements) that will need to be acquired <br />for each impacted property using design <br />data and assessor boundary information. <br />• Estimate the total capital cost of acquisition <br />for all parcels, including real estate costs, <br />relocation assistance, severance damages, <br />loss of goodwill, fixtures and equipment, <br />demolition, and clearance. <br />• Estimate permit costs. <br />• Estimate the total support cost for all <br />parcels, including appraisal fees, <br />condemnation costs, title and escrow fees, <br />environmental fees, and consultant fees as <br />necessary. <br />• Escalate costs to anticipated right-of-way <br />acquisition date. <br />• Prepare a draft Caltrans Right of Way Data <br />Sheet using Caltrans Exhibit 17-EX-21 <br />(Right of Way Data Sheet for Local Public <br />Agencies) for the Build Alternatives. <br />• Update the RWDS based on comments <br />from the design team and the City, and <br />submit a final Draft RWDS. <br />• Respond to comments from Caltrans RIW <br />as necessary and make required updates <br />to the Data Sheets. <br />CfTY OF SANTA ANA „ <br />SANTA ANA BOULEVARD GRADE SEPARATION <br />MARK TMOMAS <br />Based on the properties identified by the design, <br />environmental, and real estate teams as impacted <br />by the Project, Monument will determine the <br />number and types of potentially displaced uses. <br />This research will be based on data sources, <br />including but not limited to County Assessor <br />Records, CRMLS, DataTree, LandVision, Costar, <br />and Google Maps. Monument will prepare a <br />discussion of displacements that would result from <br />each acquisition. The discussion will identify the <br />number and type of residences or businesses <br />affected, as well as the estimated number of <br />affected occupants or employees, as appropriate. <br />Monument will also perform a search to verify that <br />a sufficient number of comparable replacement <br />sites would be available to support relocation of <br />the displaced users. <br />Assumptions: <br />• RWDS will be prepared for a maximum of 1 <br />Build Alternative. <br />• Maximum of 2 updates based on <br />comments from the City and Caltrans. <br />6.3.7 Relocation Impact Memorandum <br />A Relocation Impact Memorandum will be provided <br />for the NEPA revalidation. The document will be <br />updated based on City and/or Caltrans <br />comments as appropriate and submit a Final for <br />the revalidation. <br />Task 6 Deliverables: <br />• Updated CEQA SE <br />• Updated Project Description, Project <br />Vicinity Map, Project Location Map and <br />Project Layout Map <br />• Draft Environmental Re -Validation for City <br />and then Caltrans review <br />• Revised Draft Environmental Re -Validation <br />for City and Caltrans review <br />• Final Environmental Re -Validation for City <br />review and Caltrans review and approval <br />(assumes no additional comments) <br />• Draft & Final Technical Study Updates <br />
