SCOPE OF SERVICES <br />law and City policy as required. The review <br />appraiser will, as appropriate: <br />• Identify the intended users and use of the <br />review, and the purpose of the <br />assignment. <br />• Identify the following for each appraisal <br />under review: <br />- Appraiser and firm who completed <br />the assignment. <br />Subject property. <br />- Effective date of the appraisal and <br />opinion of value. <br />- Property and ownership interest <br />appraised. <br />• Identify the scope of work to be performed. <br />• Develop an opinion as to the completeness <br />of the material under review, given the <br />scope of work applicable in the <br />assignment. <br />• Develop an opinion as to the apparent <br />adequacy and relevance of the data and <br />the propriety of any adjustments to the <br />data, given the scope of work applicable in <br />the assignment. <br />• Develop an opinion as to the <br />appropriateness of the appraisal methods <br />and techniques used, given the scope of <br />work applicable in the assignment, and <br />develop the reasons for any disagreement. <br />• Develop an opinion as to whether the <br />analyses, opinions, and conclusions are <br />appropriate and reasonable, given the <br />scope of work applicable in the assignment, <br />and develop the reasons for any <br />disagreement. <br />• Review appraisals will be forwarded to the <br />City for the establishment of just <br />compensation prior to the preparation of <br />offers to acquire the proposed land rights <br />for the project. <br />Deliverables: <br />• Up to 12 appraisal reviews. <br />Fixtures and Equipment Appraisal <br />In providing fixtures and equipment appraisal <br />services to the City, Monument will oversee <br />Desmond Marcello & Amster (DMA) to provide the <br />following: <br />CITY OF SANTA ANA <br />SANTA ANA BOULEVARD GRADE SEPARATION <br />M dkK TM OMA.S <br />• Communicate with the City to ascertain the <br />scope of the assignment. <br />• Coordinate with real estate appraiser, <br />relocation agents, acquisition agents, and <br />attorneys. <br />• Prepare a complete inventory of the assets <br />at the subject business location. This <br />inventory includes the make, model, and <br />serial number (if applicable) of all items, a <br />description of the assets, as well as an <br />observation of their age, condition, method <br />of installation (if applicable), and <br />photographs. <br />• Review any documentation related to the <br />assets provided by the business owner <br />and/or manager, including invoices, <br />depreciation schedules, and construction <br />contracts. <br />• Interview business owners and/or <br />managers. <br />• Research the marketplace for each of the <br />assets identified on -site. Such research <br />includes reference to a variety of <br />publications, as well as discussions with <br />individuals knowledgeable about the <br />market for the assets. <br />• Coordinate with other appraisers to avoid <br />duplication of compensation. <br />• Apply valuation methods, including the <br />Market Approach and Cost Approach, to <br />the subject assets. <br />• Prepare the appraisal report for <br />submission, including replacement cost <br />new, depreciated value, and salvage value <br />in place. <br />• Maintain files in accordance with USPAP <br />and Caltrans Right-of-way Manual; and <br />• Provide expert testimony and litigation <br />support, as required. <br />Deliverables: <br />• Up to 7 FF&E appraisal reports <br />Assumptions: <br />• Fees for FIFE Appraisal Reports are <br />estimated based on the currently available <br />limited information. Additional Appraisals <br />may be required, which may result in <br />additional fees. <br />
