On July 30, 2013, at <br />approximately 1500 hours, was on a break and leaning against the northeast wall of <br />Jugo La Tropicana, located at 622 South Harbor Boulevard. was facing northbound, <br />when he heard a male subject run up from behind him, turn left in front him, and run into the <br />north entrance of Jugo La Tropicana. described the male subject as “Chubby” wearing a <br />black T-shirt. immediately saw a police vehicle, with the emergency lights on, drive <br />northbound in the parking lot on the east side of Jugo La Tropicana, turn left in front of Jugo La <br />Tropicana and immediately stop in the roadway. The vehicle, later identified as SAPD vehicle <br />#836, was stopped facing westbound near the north entrance of Jugo La Tropicana. A female <br />police officer exited the driver’s seat, and she withdrew a handgun from her holster with an <br />unknown hand. immediately turned away from the female officer and walked <br />southbound along the east side of the building. heard the female police officer stated <br />one to two times, “Get down, get down on the ground,” and a subject stated, “Bitch.” <br />then heard one gunshot. did not witness or hear anything else related to the shooting <br />incident. did not have a surveillance video system at the business.
