As an Assistant City Manager for <br />the City of San Juan Capistrano and the City of Ontario, he has managed <br />hundreds of employees and numerous government departments, providing him <br />with a strong foundation in municipal leadership and operations. As a trainer, <br />keynote speaker, facilitator, and coach, Jacob has worked with municipal clients <br />as well as commercial organizations such as Mattel, FedEx, Hyundai Capital, <br />ADP, and others. His work focuses on helping organizations build alignment, <br />strengthen leadership, and navigate complex challenges. In 2019, Jacob <br />authored the Amazon best-selling book See Change Clearly: Leveraging <br />Adversity to Sharpen Your Vision and Build Resilient Teams. He has received <br />numerous awards for his leadership, including the National Caring Award, the <br />Orange County Human Relations Award, recognition as the Most Inspiring <br />Student at the University of California, Irvine, and he is the youngest recipient <br />of the Gene Lentzner Humanitarian Award. Jacob holds a Bachelor of Arts in <br />Social Sciences with a Minor in Management from the University of California, <br />Irvine, a Master of Public Administration from California State University, Long <br />Beach, and was recently awarded an honorary doctorate from Western <br />University of Health Sciences. <br />STEVE MERMELL <br />Project Lead <br />Steve Mermell brings more than 30 years of senior local government <br />leadership experience with the City of Pasadena, including service as City <br />Manager, Assistant City Manager, and Finance Director. Throughout his career, <br />Steve worked closely with elected officials to navigate complex governance <br />challenges, align policy direction with organizational capacity, and strengthen <br />accountability and public trust. His leadership experience includes guiding <br />governing bodies through the passage of multiple voter -approved measures, <br />addressing a $150 million unfunded pension liability, eliminating a structural <br />deficit in the City's General Fund, and restructuring the Pasadena Public Health <br />Department to improve fiscal sustainability and service delivery. This <br />experience provides him with a strong understanding of how to align <br />organizational priorities, operations, and resources to support effective service <br />delivery. Since transitioning from full-time public service in 2021, Steve has <br />continued to support local governments as a consultant, specializing in board <br />and council governance, strategic planning and goal setting, facilitation of City <br />Manager and City Attorney performance evaluations, and organizational and <br />process assessments.
