<br />HUD regulations require that the CAPER be available for a 15-day public review period prior to
<br />being submitted to them. On August 1, 2010, a public notice was published in the Orange County
<br />Register, La Opinion, and Nguoi Viet News indicating that the draft report would be available for
<br />review beginning August 2, 2010. The draft CAPER was also available for public review on the
<br />City's website. All comments received will be included in the final document submitted to HUD,
<br />which is due no later than September 30, 2010.
