3. Progress Toward Meetina Goals and Obiectives <br />EXHIBIT 4 provides a summary of the City's progress toward meeting five -year goals. Since <br />2009 -2010 is the City's fifth year of the 2005 -2009 Consolidated Plan cycle, it is reasonable to <br />set a 100% goal attainment rate as a test for program progress (i.e., at the end of five years <br />programs should have met 100% of five -year goals). <br />At the end of the five - years, housing goals for renter househ ave exceeded the planned <br />goals for the 2005 -2009 Consolidated Plan cycle (122.1% o been attained); however, <br />the five -year accomplishments for owner - occupied ho acts have fallen short of <br />expected program outputs (42.1% of the five -year as met) — II the City achieved <br />71.5% of its five -year Consolidated Plan housing go <br />With respect to owner <br />after s the_Lq%Met 42.1% of its five -year goal <br />(assistance for 568 u anned <br />9 hous nits assisted through the 2009 -2010 program <br />year). Additional details regarding <br />one -y d five -year go re pr <br />d in Section C of this report. <br />The prima on for the ousing accomplishments is the fact that the City has focused its <br />limited housin urce assisting households at the lowest income levels (0% to 50% of <br />median income). housing for these lower income populations typically requires <br />larger subsidies, whi its resources available to assist units for higher income households. <br />Furthermore, the vast majority of resources committed for rental housing have been utilized in <br />partnership with Community Housing Development Organizations (CHDOs). The primary <br />mission of CHDOs is to create affordable housing opportunities for households with Extremely <br />Low- and Very Low - incomes. With respect to housing programs for owner occupied units, <br />6 I is important to note that as required by HUD, housing accomplishments must be reported based on the income <br />of the tenant occupying assisted units; however, many of these units are subject to affordability covenants that <br />allow units to be rented to residents with higher incomes (up to 50% of median income). <br />12 08/24/2010 <br />
