(The OC HCA is the primary regional public health service <br />agency.) In turn the OC HCA issues Request for Proposals (RFP) soliciting program <br />proposals to meet the needs of the County's HIV /AIDS population. While the RFP process is <br />open to all service providers, there are a limited number of qualified HIV /AIDS service <br />providers in the County.
