Since the OC HCA has access to additional <br />HIV /AIDS resources, it is positioned to leverage HOPWA funding and to ensure a holistic <br />approach to serving persons with HIV /AIDS. The OC FICA subcontracted with several <br />agencies that provided specialized services to persons with HIV /AIDS. The City ensured <br />oversight of the County's contracting efforts by serving on the Orange County HIV Planning <br />Council (the latter approves programs that are awarded HOPWA funds). During the report <br />period, the City's Housing Authority administered the Tenan Based Rental Assistance <br />(TBRA) program.
