Exhibit C <br />RESOLUTION NO. 81-75 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA RELATING TO EMPLOYER-EMPLOYEE RELATIONS <br />IN THE PUBLIC SERVICE OF THE CITY OF SANTA ANA <br />WHEREAS, the Council of the City of Santa Ana declares that it is the public policy of the City to <br />maintain and enhance its administration of employer-employee relations and to protect the public <br />by assuring at all times the orderly and uninterrupted operations and services of City government; <br />and <br />WHEREAS, the City of Santa Ana desires to establish uniform and orderly methods of communication <br />between the City and its employees, including provisions for (a) recognizing the rights of employees <br />to join organizations of their own choosing for the purpose of representation on matters affecting <br />employee relations or to represent themselves individually in dealing with the City; and (b) <br />establishing equitable and uniform rules and procedures to provide for the orderly and systematic <br />presentation, consideration and resolution of employer-employee relations matters; and <br />WHEREAS, the City of Santa Ana has met and conferred in good faith with representatives of the <br />Santa Ana City Employees' Association; Santa Ana Police Benevolent Association; Santa Ana <br />Firemen's Benevolent Association; and the American Federation of State, County and Municipal <br />Employees, AFL-CIO, which are the only employee organizations known to the City to have among <br />their members employees of the City, concerning the rules and regulations for the administration of <br />employer-employee relations set forth herein; and <br />NOW, THEREFORE, the City Council of the City of Santa Ana does hereby resolve as follows: <br />Section 1: Title of Resolution <br />This Resolution shall be known as the "Employer-Employee Relations Resolution of the City of Santa <br />Ana". <br />Section 2: Definitions <br />As used in this Resolution, the following terms shall have the meanings indicated: <br />APPROPRIATE UNIT - means a unit of employee classifications or positions established pursuant to <br />Section 1 1 of this Resolution. <br />CITY - means the City of Santa Ana, a municipal corporation, and where appropriate herein, "City" <br />refers to the City Council or any duly authorized management employee as herein defined. <br />DAY - means calendar day unless expressly stated otherwise. <br />EMPLOYEE - means any person regularly employed by the City on a full time basis except those <br />persons elected by popular vote. <br />EMPLOYEE, CONFIDENTIAL - means an employee who is assigned to perform work directly involved in <br />the development, preparation or presentation of management positions with respect to employer- <br />employee relations. <br />CONFIDENTIAL ASSOCIATION OF SANTA ANA(CASA) MOU: 2010-2012 Page 76
