For this task, we will prepare the necessary environmental documentation needed to <br />support the SPA and GPA. We will utilize current CEQA requirements and any <br />applicable City -adopted environmental requirements and processes. Subtasks <br />proposed Include; <br />➢ Preparation of applicable documents, as required, for use and distribution by <br />City staff (tor State Clearinghouse, agencies, and others as determined <br />appropriate by City staff) <br />➢ Preparation of the applicable draft and final environmental technical studies <br />and requisite CEQA documentation to support the SPA and GPA. <br />At this time, and based on input from City staff, it is anticipated that the technical <br />analyses will support findings that the proposed amendments are not significant relative <br />to the original Specific Plan. Therefore, and pursuant to Input from City staff, it is <br />anticipated the appropriate environmental documentation needed for the SPA and <br />GPA will be a CEQA Addendum to the previously certified EIR. However, should <br />information from the technical analyses result in significant impacts that cannot be <br />supported by an Addendum, or the conditions set forth in CEQA Guidelines Sections <br />15162 and 15) 63 calling for preparation of a subsequent or supplemental EIR <br />(respectively) be triggered, we will bring these Issues to the City for further discussion <br />and assessment. Preparation of a Supplemental or Subsequent EIR, if ultimately <br />warranted, would be prepared by URS under an approved contract amendment. <br />PUBLIC OUTREACH/FIEARING SUPPORT <br />It is anticipated that the City will not require URS staff assistance or attendance at <br />public outreach or City Council and Planning Commission public hearings for the <br />SPA/GPA applications. If is also assumed that the City will prepare any and ail requisite <br />public notices for distribution to property and business owners within a 500-foot radius of <br />the project's boundaries. This proposal does not Include URS` efforts in support of public <br />outreach efforts, including, but not limited to, public meetings. <br />A.6 PROJECT MANAGEMENT <br />URS believes effective project management is enhanced by'detailing strategies for <br />communication, work flow, milestones, document management, and quality control. <br />Our Project Management staff will coordinate project scheduling, meetings, invoicing <br />and other administrative Issues with City staff fhroughout the project process. <br />
