Ito —V If, Vl%v YYlll <br />utilize traffic data from the technical traffic report prepared for this project as Input <br />parameters into the URBEMIS 2007 model to estimate mobile emissions. <br />Total construction and operational emissions would then be compared to the <br />SCAQMD regional thresholds of significance. if the analysis shows that there would <br />be significant air quality impacts, feasible and applicable mitigation measures <br />would be recommended to reduce air quality impacts to a level considered less <br />than significant or to the maximum extent possible. <br />Upon completion of the air quality model runs, URS will prepare a draft Technical <br />Memorandum summarizing the methods/data used, and results with the URBEMIS <br />model runs and calculations. The Technical Memorandum will be Included as an <br />appendix to the project's environmental documentation. <br />➢ Noise <br />The URS Acoustics and Noise Control Group will assess the existing and future land <br />uses on and surrounding the project site using the most recent land use mapping <br />provided by the City for the proposed project. Using existing noise measurement <br />data from recent surveys, the change in the projected noise exposure level due to <br />the expected change in project related traffic will be calculated, and any impacts <br />to noise sensitive land uses in the project area associated with those noise level <br />increases will be Identified. The URS Acoustics and Noise Control Group staff will <br />address issues that arlse regarding environmental and project related noise and <br />acoustical concerns. Relevant sections of the Bristol Street Specific Plan will be <br />updated and revised as required. <br />➢ Recreation <br />Similar to Aesthetics noted above, benefits were identified to the quantity and <br />quality of City recreational resources as a result of the park designated land uses of <br />the Specific Plan. The change to commercial use will Impact the previous analysis, <br />therefore a new assessment with respect to recreational uses will be prepared and <br />incorporated In the environmental analysis for the SPA. <br />➢ Traffic <br />Traffic will be the resource that will potentially be the most significantly impacted as <br />daily trip generation associated with proposed commercial uses will be considerably <br />more than those associated with Open Space/Park uses. A detailed Traffic Analysis, <br />therefore, is recommended and will be prepared to assess trip generation and <br />analyze potential impacts.
