AMENDMENT APPLICATION NO. 2006-05 <br />Filed by Chris Miller, to change zoning from Professional (P) to Single Family <br />Residence (R1) and allow construction of a single family residence at 1051 West <br />Third Street. <br />PUBLISHED IN THE ORANGE COUNTY REPORTER: November 17, 2006 <br />PUBLICLY NOTICED: November 17, 2006 <br />RECOMMENDATION: <br />Recommend that the City Council adopt an ordinance approving Amendment <br />Application No. 2006-05. <br />Carlos Rodriguez, Assistant Planner II, presented the staff report and <br />recommendation. <br />The public hearing was opened. <br />Architect Scott Hudgins, representing owner, provided background information on <br />the proposed single-family residence and architecture noting the Craftsman style is <br />consistent with its surroundings and noted support for the zone change. <br />Glen Stroud from Riverview Neighborhood noted support for the project and noted <br />he would like to see the structure remain wood as opposed to stucco. <br />The public hearing was closed. <br />Discussion ensued on the general plan being inconsistent with the zoning and the <br />need to update, the radius of bail bonds businesses to residential, and the area <br />zoned residential for potential redevelopment between First to Third and Bristol to <br />Flower. <br />MOTION: Recommend that the City Council adopt an ordinance approving <br />Amendment Application No. 2006-05. <br />MOTION: De La Torre SECOND: Cribb <br />VOTE: AYES: Cribb, De La Torre, Gartner, Leo, Lutz (5) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: Benavides, Betancourt (2) <br />PLANNING COMMISSION MINUTES 3 NOVEMBER 27, 2006 <br />
