Hulzar <br />RE: PROPOSAL TO PREPARE A MITIGATED NEGATIVE DECLARATION FOR A <br />MCDONALD'S RESTAURANT, 1100 SOUTH GRAND AVENUE <br />Dear Ms. Ciandella: <br />The City of Santa Ana is soliciting proposals from professional consulting firms for the preparation of an <br />Initial Study and Mitigated Negative Declaration with supporting studies for a proposed McDonald's <br />Restaurant to be located at 1100 South Grand Avenue. <br />The proposed project consists of the construction of a new 3,800 square foot restaurant building with <br />drive through window service and 38 parking spaces. In addition, a lot merger will be required to merge <br />two parcels of land (one vacant and one contains a restaurant/banquet use) into one development site. <br />Staff has identified the various steps necessary in the compilation of the mitigated negative declaration. <br />These steps include: <br />1. Initiation of the Project/Kick-Off <br />Attend a kick-off meeting to discuss the project with City staff within five working days of receiving a <br />notice to proceed. At this time, staff will present all information about the project, discuss any project <br />constraints and issues, and refine the scope and responsibilities. <br />2. Prepare Administrative Draft Initial Study/ Proposed MND <br />The firm shall prepare an administrative draft Initial Study/proposed MND, which will include an <br />evaluation of the environmental resources contained in the City's CEQA Environmental Checklist. The <br />Initial Study shall include a discussion of the existing conditions, impacts and magnitude of the impacts, <br />and the level of significance for each environmental discipline, as appropriate. Mitigation measures shall <br />be developed to reduce impacts to less than significant levels, where necessary.
