Serine Ciandella <br />Proposal for Mitigated Negative Declaration <br />1100 South Grand Avenue <br />April 14, 2010 <br />Page 2 of 4 <br />a) Geotechnical Study <br />b) Traffic Study, with the scope of work as follows: <br />Obtain McDonald trip generation rates by evaluating two (2) existing McDonald drive-thru <br />restaurants in Southern California or other published and unpublished rates. Trip generation rates <br />would be calculated for the following conditions: <br />a. AM peak hour (7:00 AM to 9:00 AM) <br />b. Noon (11:00 AM to 1:00 PM) <br />c. PM peak hour (4:00 PM to 6:00 PM) <br />Trip generation rates may also be calculated based upon trips per square footage of building using <br />the Institute of Transportation Engineers (ITE) criteria. <br />ii. Provide filed queuing study at a minimum of two (2) existing McDonald's drive-thru to <br />determine peak queuing at drive-thru lanes. Based on the collected data, evaluate project traffic <br />accessibility at the project driveways vicinity for the same peak hours, PM peak hour driveways <br />volume (Grand Avenue and McFadden Avenue). Existing available data, collected at comparable <br />McDonald's, may be used subject to City staff review and approval. <br />iii. Determine traffic impacts including delay, queuing and level of service at the intersection of <br />Grand Avenue and McFadden Avenue. At least, existing and build out scenarios analysis shall be <br />considered. <br />iv. Include cumulative project assessment and the overall impact at full build-out and the subject <br />cumulative projects. <br />V. Review, evaluate and comment on vehicular ability to enter and exit the site and utilize the drive- <br />thru lane from Grand and McFadden without causing impacts at the project driveways vicinity. <br />vi. Assess project access including the ability of project traffic to maneuver within and around the <br />site, traffic control assessments and recommendations, movement restriction (if applicable), sight <br />distance, etc. <br />vii. Develop project recommendations and summarize the results of the report findings. <br />viii. The recommended improvements section shall include potential impacts on adjacent properties. <br />Conceptual dimensional plans for impacted intersections and segments within the study area must <br />be provided. This is essential to validate the feasibility of implementing improvements. Right-of- <br />way takes including setback requirements and property takes must be considered and discussed, if <br />applicable. <br />19D-4
