REQUEST FOR PROPOSALS (RFP) <br />FOR <br />RIGHT OF WAY CONSULTING AND RELATED SERVICES <br />INTRODUCTION <br />The City of Santa Ana ("City") is soliciting separate proposals from professional consulting firms <br />(individually referred to hereafter as "Consultant" and collectively as "Consultants") to provide <br />right of way and related services on an as-needed basis. The services being considered for <br />contract are the following "Specialty Areas": <br />Specialty Areas Contract Amount <br />(per thousand) <br />(Al) Project Management Services $350K <br />(A2) Property Appraisal Services $300K <br />(A3) Furniture, Fixtures and Equipment Appraisal Services $350K <br />(A4) Business Goodwill Appraisal Services $350K <br />(A5) Acquisition, Relocation, and Property Management Services $500K <br />(A6) Environmental Services $350K <br />(A7) Demolition Services $750K <br />(A8) Surveying and Mapping Services $150K <br />From the proposals received, it is the City's goal to select one firm to perform the Project <br />Management and Oversight Services and one to two firms for the other disciplines listed above. <br />The City will enter into separate agreements (the "Agreement") with each of these firms. Work <br />will be assigned by Contract Task Orders. As tasks are identified, they will be distributed among <br />these firms based upon their ability to perform the required work within the project schedule and <br />budget constraints. The fee and a detailed scope of work will be outlined when a specific task is <br />assigned to a consultant. The City reserves the right to distribute the work in any manner which <br />will best serve the City's interests. <br />BACKGROUND <br />The City of Santa Ana is planning various road widening and intersection projects. These <br />projects include, but are not limited to: Bristol Street Widening Project; Grand Avenue, First to <br />Fourth; 17th and Bristol Intersection; Bristol Warner Intersection. It is anticipated that the <br />consultant will be responsible for the establishment of right of way requirements, right of way <br />mapping, appraisals, environmental studies, right of way acquisition, relocation, property <br />management, demolition and site clearing, and title transfer to the City. It is also anticipated that <br />the City may have the responsibility to acquire by condemnation any parcels for which <br />negotiations become unsuccessful. <br />It is the City's intent to establish a right of way consultant team for all the Specialty Areas. <br />These Specialty Areas are included in the Scope of Work section of this document. The actual <br />number of consultants to be selected will depend on the availability of qualified firms, <br />evidenced by the proposal process. <br />Page 2 of 48 <br />19H-4
