Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />execute an agreement for architectural services for the design of a community center at <br />Garfield Elementary School in an amount not to exceed $130,000. <br />2. Amend the Fiscal Year 2010-2011 Community Development Block Grant Program to increase <br />the Public Facilities Improvements Program allocation by $1 ,500,000 from prior years' <br />unexpended funds for a total of $2,500,000 for the development of a community center at <br />Garfield Elementary School. <br />3. Approve a Funding Analysis with a total estimated project cost of $2,500,000. <br />DISCUSSION <br />On June 7, 2010, the City Council and Community Redevelopment Agency approved a number <br />of actions in furtherance of the Station District development. One action included a $25,000 <br />reimbursement agreement with the Santa Ana Unified School District for purposes of engaging <br />an architect to develop conceptual plans for a 10,000 square foot community center to be <br />constructed at Garfield Elementary School; and negotiate a Joint Use Agreement with the Santa <br />Ana Unified School District (SAUSD), including a provision for the development and programming <br />of the community center. SAUSD is desirous of submitting full architectural plans for the school <br />renovation project and the community center to the State Architect's office by December 31 , <br />2010, in hopes of being under construction by summer 2011 to avoid as much school disruption <br />as possible. Incorporating the community center into the school renovation plan will result in <br />design efficiencies and cost savings, and will limit classroom disruption. In order to achieve this <br />schedule, the community center design needs to be accelerated. Therefore, it is necessary to <br />increase the amount of the agreement for architectural services to cover the cost of preparing the <br />construction drawings for submittal to the State. SAUSD will serve as lead for the design and <br />construction of the facilities, with input and review by City staff. <br />25H-1
