Garfield Elementary School Community Center - <br />Proposed CDBG Funding <br />October 18, 2010 <br />Page 2 <br />Concurrent with the project design, staff has facilitated meetings with community members to <br />begin to identify their needs and priorities for the community center. To date, two meetings have <br />been held, and ten priorities for the center have been discussed. The top five areas in priority <br />order are: programs for teens, health, continuing education, dance and seniors- Initial <br />discussions with SAUSD with regard to joint use of the center are that the first floor of the 10,000 <br />square foot building would be designed as a multi-purpose room for the school's use during <br />school hours. The second floor space would be available at all times, as well as the first floor <br />during after-school hours. Details as to custodial service, capital repairs, etc., are yet to be <br />negotiated with SAUSD. We anticipate presenting a Joint Use Agreement to the City Council in <br />February 201 1 , well in advance of start of construction. The final Agreement will reflect the <br />community's input as well as the operational issues that need to be addressed between the <br />parties. <br />It is proposed that the community center be funded with Community Development Block Grant <br />Funds which have been set-aside for this purpose. The estimated project cost is $2.5 million, <br />which includes design, engineering, construction management, contingency, etc. The final <br />project budget and design will be presented to the City Council before SAUSD commences <br />construction. <br />ENVIRONMENTAL COMPLIANCE <br />In accordance with the National Environmental Policy Act, a certification of Categorical Exclusion <br />and Statutory Worksheet has been prepared. <br />FISCAL IMPACT <br />Funds are available in the Community Development Block Grant account (unit 1 351 8783-691 35). <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Cynthia a son Francisco Gutierrez <br />Deputy City Manager for Development Executive Director <br />Services Finance & Management Services Agency <br />Community Development Agency <br />CJ N/NTE/SG/mlr <br />Exhibits: 1.
