E. Santa Ana Municipal Code Section 41-593.5(c) requires the <br />• Planning Commission to review all plans within a Specific <br />Development Plan area to ensure that the project is in conformity <br />with the approved Specific Development. <br />F. On December 8, 2008, the Planning Commission conducted the <br />necessary review pursuant to Santa Ana Municipal Code Section <br />41-593.5(c). <br />G. After considering all of the evidence submitted, the Planning <br />Commission finds and determines that Neighborhood Project <br />Review No. 2008-01 is not consistent with the French Park <br />Architectural Design Guidelines and does not comply with the <br />French Park zoning provisions. <br />The replacement of the existing concrete porch landing and <br />entry steps with a brick pattern porch and the steps is <br />inconsistent with the character defining features of a <br />Craftsman Bungalow home according to the French Park <br />Design Guidelines. <br />2. The proposed modification, which calls for the alteration of <br />the porch landing and steps from concrete to brick veneer <br />and tile, would alter an element in a highly visible location on <br />the facade in a manner that is incompatible with the 1924 <br />Craftsman/Colonial Revival style architectural style the <br />property represents. The porch and porch steps are <br />character-defining features of this blended architectural <br />style; the use of a material other than wood or concrete <br />would substantially compromise the historic integrity of the <br />structure. <br />H. This project was reviewed in accordance with the Guidelines for the <br />California Environmental Quality Act. The recommendation is <br />exempt from further review pursuant to Section 15301, as the <br />project includes minor alterations to the existing structure. This <br />exemption applies to projects which a public agency disapproves. <br />Environmental Review No. 2008-183 will be filed for this project. <br />Section 2. The Planning Commission hereby denies Neighborhood Project <br />Review No. 2008-01. This decision is based upon, but is not limited to: the <br />Request for Planning Commission Action dated December 8, 2008, and exhibits <br />attached thereto, and the public testimony, all of which are incorporated herein <br />by this reference. <br />r~ <br />~~ <br />Resolution No. 2008-33 <br />Page 2 of 5 <br />
