LSA ASSOCIATES, INC. <br />JULY 2010 <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />B. Conflict with any applicable land use plan, policy, or regulation of an agency with jurisdiction <br />over the project (including, but not limited to the general plan, specific plan, local coastal program, <br />or zoning ordinance) adopted for the purpose of avoiding or mitigating an environmental effect? <br />No impact. The improvement and enhancement of existing roadways are consistent with the goals <br />and policies identified in the City's General Plan. The proposed project is consistent with the OCTA's <br />Master Plan of Arterial Highways as well as the SCAG anticipated growth in the region. According to <br />the City of Santa Ana General Plan, Land Use Element, First Street is located in a completely built <br />out area and the Santa Ana River Bridge is located in the open space zone. The surrounding land uses <br />encompass low density residential in north-west quadrant, general commercial and low density <br />residential in south-west quadrant, medium density residential and general commercial in south-east <br />quadrant, professional and administrative in north-east quadrant. The proposed project will continue <br />to utilize the bridge and the First Street and would not change the existing land use of the site or <br />conflict with any specific plan or zoning ordinance, or regulations. No impact is anticipated, and no <br />mitigation is required.. <br />C. Conflict with any applicable habitat conservation plan or natural community conservation plan? <br />No impact. The First Street Santa Ana Bridge is located in a developed urban area (City of Santa <br />Ana; Google Maps, accessed August 2007). There are no habitat/natural community conservation <br />plans delineated in the area. Therefore, no impacts are anticipated, and no mitigation is required. <br />X. Mineral Resources <br />Would the project: <br />A. Result in the loss of availability of a known mineral resource that would be of value to the <br />region and the residents of the state? <br />No impact. According to the California Geologic Survey, no known mineral resources or locally <br />important resources exist on site.' The proposed project will not affect this status. Therefore, no <br />impacts are anticipated, and no mitigation is required. <br />B. Result in the loss of availability of a locally -important mineral resource recovery site <br />delineated on a local general plan, specific plan, or other land use plan? <br />No impact. Please refer to the X.A. The City of Santa Ana General Plan states that there are no <br />mineral resources and no mineral extraction activities. Therefore, no impact is expected, and no <br />mitigation is required.. <br />XI.
