INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />JULY 2010 FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />The proposed project is not growth inducing because it does not propose any new development, or <br />does not extend the roads or other structures beyond what was already master -planned for the First <br />Street. The proposed project would replace Santa Ana Bridge and widen First Street to its Master <br />Planned width of 6 lanes. Approximately 300 feet east and west from the bridge First Street is a 6 <br />lanes major arterial, whereas the existing bridge accommodates only 4 travel lanes. The proposed <br />bridge over Santa Ana River will accommodate 6 lanes to fit the current capacity of First Street on <br />both sides of the bridge. Therefore, the proposed project is considered a gap closure project, and will <br />not result in direct or indirect growth impacts. No impacts are anticipated and no mitigation is <br />required. <br />B. Displace substantial numbers of existing housing, necessitating the construction of <br />replacement housing elsewhere? <br />No impact. The proposed project will not result in displacement of existing housing. The proposed <br />project right-of-way is confined to the First Street and the project will not permanently acquire any <br />new parcels. However, the First Street widening will require utility relocations and may require <br />implementation of temporary construction easements due to addition of one lane in each direction. <br />Upon the completion of the project design, the number of construction easements will be determined. <br />A very small amount of right-of-way may be required off-site for the construction of sound and <br />retaining walls. No residential relocation would occur as a result of the project. Because the project <br />does not displace housing or result in need in provision of additional housing no impacts are expected <br />and no mitigation is required. <br />C. Displace substantial numbers of people, necessitating the construction of replacement <br />housing elsewhere? <br />No impact. The proposed project will not lead to displacement of people. The proposed project will <br />not require any temporary or permanent parcel acquisitions and will not lead to relocation of people. <br />The proposed project will require only minor temporary construction easements for construction of <br />the sound wall. However, these easements will not result in displacement impacts. No mitigation is <br />required. <br />XIII. Public Services <br />A. Would the project result in substantial adverse physical impacts associated with the provision <br />of new or physically altered governmental facilities, need for new or physically altered governmental <br />facilities, the construction of which could cause significant environmental impacts, in order to <br />maintain acceptable service rations, response times or other performance objectives for any of the <br />public service: <br />Less than significant impact. The proposed project will not require provision of additional public <br />services or utilities.
