• <br />3. The project site is physically suitable for the type and density of the <br />proposed project. <br />The proposed site is physically suitable for the industrial <br />development proposed and has been approved by the <br />Planning Commission without the need to vary from the <br />City's minimum development standards. Access to the site <br />is from St. Andrew Place to the south and from Lyon Street <br />to the east. There are no physical constraints on the site <br />that would preclude the development of the project as <br />proposed. The proposed Floor Area Ratio (FAR) within the <br />Planned Development is 0.43 percent, which is below the <br />0.45 percent permitted under the Industrial General Plan <br />land use designation. <br />r~ <br />~~ <br />4. The design and improvements of the proposed project will not <br />cause substantial environmental damage or substantially and <br />avoidably injure fish and wildlife or their habitat. <br />An Initial Study and Negative Declaration was prepared <br />pursuant to the California Environment Quality Act (CEQA). <br />The project site is located in an urbanized area. There are <br />no known fish or wildlife populations, wetlands or unusual <br />flora or fauna on or around the project site. Therefore, the <br />proposed subdivision will not cause any substantial <br />environmental damage or substantially and avoidably injure <br />fish and wildlife or their habitat. <br />5. The design or improvements of the proposed project will not cause <br />serious public health problems. <br />The proposed subdivision will not have any detrimental <br />effects upon the general public. Each property will meet the <br />City's requirements pertaining to sewer, water utilities and <br />infrastructure improvements as conditioned in Development <br />Project Review No. 2002-49. <br />~ ~ <br />~~ <br />6. The design or improvements of the proposed project will not conflict <br />with easements necessary for public access through or use of the <br />property within the proposed project. <br />The design or improvements of the proposed project will not <br />conflict with easements necessary for public access through <br />or use of the property within the proposed project since <br />public access will be provided from Lyon Street and St. <br />Andrew Place.
