• 2. Will the proposed use under the circumstances of the <br />particular case be detrimental to the health, safety, or <br />general welfare of persons residing or working in the <br />vicinity? <br />The school for religious study has been operating on <br />this site since 1980 without any known complaints to <br />the City from persons residing or working in the <br />vicinity. Expanding the boundaries of the facility so <br />that additional parking can be provided on-site will not <br />be detrimental to the health, safety or general welfare <br />of the community. The parking lot has been designed <br />to meet or exceed City code and design standards. <br />An eight-foot high block wall and afive-foot landscape <br />buffer is being provided between the new parking lot <br />and R-1 zoned property to help minimize any potential <br />impacts from car lights and noise that may be <br />associated with the parking lot being constructed <br />adjacent to single-family residences. In addition, <br />parking lot lighting will be limited to 15-feet in height <br />and will be designed to shine away from adjacent <br />houses. <br />• 3. Will the proposed use adversely affect the present economic <br />stability or future economic development of properties <br />surrounding the area? <br />Expanding the boundaries of the school property to <br />allow additional parking will not adversely affect the <br />economic development or economic stability of <br />properties in the surrounding area. Parking is <br />ancillary to any use or business. The addition of on- <br />site parking will bring the existing facility into closer <br />conformance with City parking requirements. <br />4. Will the proposed use comply with the regulations and <br />conditions specified in Chapter 41 of the Santa Ana <br />Municipal Code for such use? <br />The new parking lot meets all City code and design <br />standards. While the approved school facility is under <br />parked as the result of the parking variance approved <br />in 1979, the addition of the new parking lot improves <br />on-site vehicular circulation by eliminating dead-end <br />parking and brings the school into closer compliance <br />• with City parking standards. <br />Resolution No. 2003-16 <br />Page 2 of 6 <br />
