• <br />RESOLUTION NO. 2004-13 <br />Koo-5/25/04 <br />A RESOLUTION OF THE PLANNING COMISSION OF THE <br />CITY OF SANTA ANA APPROVING NEIGHBORHOOD <br />PROJECT REVIEW NO. 2004-11 TO PERMIT THE <br />EXTERIOR MODIFICATION AT 714 NORTH SPURGEON <br />STREET IN THE SPECIFIC DEVELOPMENT ZONE NO. 19 <br />(SD-19) <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The Property Owners are requesting approval of Neighborhood Project <br />Review No. 2004-11 to permit the replacement of the damaged existing <br />wood porch columns with Permacast columns of like architectural style and <br />size for the property located at 714 North Spurgeon Street, which is located <br />• within the Specific Development 19 (SD-19) Zoning District (French Park). <br />B. The French Park Review Committee identified concerns regarding the <br />compatibility of the substitute materials with the neighborhood design <br />guidelines, and requested the repair of the wood columns or the <br />fabrication and installation of identical wood columns. <br />C. The French Park Design Guidelines state that "Replacing in kind an entire <br />entrance or porch that is too deteriorated to repair - if the form and <br />detailing are still evident -using the physical evidence to guide the new <br />work. If using the same kind of material is not technically or economically <br />feasible, then a compatible substitute material may be considered." <br />The proposed Permacast columns will be of like architectural style, <br />form and detail that are consistent with the adopted neighborhood <br />guidelines. <br />2. The wood columns were not original to the structure. Historic <br />documentation and inspection reveal that the columns are most likely <br />from a 1987 renovation. <br />D. The fabrication of identical wood columns is cost prohibitive to the <br />applicant and repair is not a viable or cost-effective option. <br />• <br />Resolution No. 2004-13 <br />Page 1 of 3 <br />
